Description An account of the resource This document is a letter from Edwin P. Conquest, the Chairman of Richmond Forward, to President George M. Modlin. Conquest wrote to Modlin on March 11, 1965, to inform him of Richmond Forward’s resolution which was unanimously passed on March 10, 1965. Richmond Forward was interested in "the best possible government for Richmond and in determining the best possible method of solving our urban problems" and felt it necessary to conduct non-partisan research on Richmond’s "urban problems." In addition, they requested the University of Richmond’s help to "set up the appropriate department to undertake non-partisan research into the problems facing the City of Richmond and the two adjacent counties, Henrico and Chesterfield." It is unclear what Richmond Forward means by "urban problems," but is likely tied to nationwide efforts towards urban renewal. Urban renewal often destroyed historical landmarks and neighborhoods, many of them populated by marginalized communities.
