                <text>This letter from Chairman Glenn T. Seaborg of the United States Atomic Energy Commission (AEC) stated that the AEC issued a new regulation which prohibited discrimination in any program or activity receiving financial assistance from the AEC. It was implemented Title VI of the Civil Rights Act of 1964 , which directed every Federal agency having the power to grant financial assistance to issue regulations to ensure this portion of the Civil Rights Act was effectively carried out. The new addition to the AEC’s regulations, Title 10, Code of Regulations, Part 4, stated that there would be “Nondiscrimination in Federally Assisted Commission Programs.” This regulation applied to money paid, property transferred, or other AEC financial assistance. It applied to assistance before and after the effective date, as well as assistance such as AEC-authorized grants, loans, or contracts where the terms required compliance with the regulation. This regulation had been approved by the President. The assurance did not apply to assistance of insurance or guarantee contracts. This assurance was binding on the University, its successors, transferees, signees, and the person whose signatures appear on the signature portion of the letter. Though two copies of this letter were included, only one needed to be returned to the General Manager of the Atomic Energy Commission.</text>
