Carter Younger to Vice President for Student Affairs William H. Leftwich. In this record, Carter describes a letter received from Dewey E. Dodds, Director of the Office for Civil Rights (OCR) Region III. Carter notes that the transition plan requested by OCR must be completed by January 21, 1980 as based on Adams v. Califano litigation. Carter notes that Dodds's offer of assistance is less demanding than previous interactions with Raymond Hatcher. While Carter is willing to send Dodds and Hatcher a completed transition plan, he expresses concern about entering a negotiating session. Carter attached a "brief affirmative action statement" to his letter. Carter concludes his letter asking for the advice of Leftwich as well as Dean and Professor of Law Tom Edmonds. The attached review is the School of Law Affirmative Action Plan. Grigg to President Heilman about the Southern Regional Educational Board Conference on Minority Students at Historically White Campuses that he attended on March 23-24, 1972. He notes topics of discussion at the conference such as the "white-washed" curriculum at schools and the difficulty in recruiting black faculty as larger universities found it easier to recruit black faculty in graduate programs. Griggs states that large numbers of black students who attend a "formerly all white campus become protest agents" as they have "a continuous struggle to inhibit their feelings of hostility." He goes on to state that most campuses have formally-organized black student groups. During this time, the only organization for black students at the University of Richmond was the Student Organization for Black Awareness (SOBA). The letter is in regards to a conversation between Dr. Gayles and Dean Grigg in regards to the possibility of having Virginia Union students attend courses at the University of Richmond. Virginia Union is a historically black college in Richmond, Virginia.
