Modlin on March 18, 1964, to share his thoughts on the issue of integration. He begins by noting that he was always tolerant of school administration and he understands that many different factions were attempting to "run the University in their own way." Stutzman went on to say that a report from the House of Representatives claimed that Modlin had refused to be public about University restrictions on black visitors or the international students on campus. He claimed that this was "indefensible" for an administrator of the University. He went on to say that he didn't know about the University's "open" policy until he went to a University function with two "friends" of "foreign" races. He argued that because he was unaware of the University's policy, how could someone from a "multi-racial" environment be expected to be familiar with it? Dr. Modlin responded to him by asking for him to come into his office to discuss the letter as he didn't completely understand Stutzman's questions. He began the letter by expressing his approval of the University College and Junior College programs. However, he goes on to say that the purpose of his letter is to offer some thoughts on integrating the University by first noting that President Lyndon B. Johnson had called upon Southern Baptists to act how their faith would call them to behave. Latane explained how Virginius Dabney, the editor of the Richmond Times-Dispatch, at the time, wrote a report about the "harmonious racial relations in Richmond." Therefore, Latane believed the University opening all its services to all citizens would aid in this harmony. He concluded this letter by noting that Richmond's black youth deserve but don't have access to the types of educations that the University College and Junior College provide, regardless of the local historically black college and university, Virginia Union University. Latane on April 10, 1964. President Modlin began this letter by thanking Mr. Latane for his response to the letter sent to alumni the previous month. He also thanked Latane for his financial support for the Alumni Fund. Modlin went on to notify Latane that the University Trustees had decided to integrate some divisions of the University, including certain programs offered at University College. President Modlin ended the letter by pointing out that Virginia Union University, a historically black college and university in Richmond, offered programs in the liberal arts for black citizens, "in which we would not wish to compete." Hudgins, wrote this letter to President of the University of Richmond, George M. Modlin, on February 20, 1967, to follow-up on the possibility of enrolling a Chinese student at Westhampton College. Minister Hudgins had completed this young woman's application and transcript forms, however, after a conversation with the Westhampton College registrar, he got the feeling that student may not thrive academically. Because of this, Minister Hudgins was now attempting to get her enrolled at Averett College and expressed his hope that if after two years the unnamed student proved herself, she could transfer to Westhampton College. Modlin on March 11, 1968, to share her thoughts about the integration of the University. She wanted to express her gratitude for the University "finally" providing equal opportunities for black students, and she thought that the University should continue to go in this direction. Furthermore, she claimed that since the University was founded upon Christian principles, it should be an example for people in the community. She believed that the University needed to take responsibility for the state of race relations and not integrating sooner. She also said that the reason why black applicants are always unqualified is that white people have continuously deprived them equal opportunities. Modlin on two separate occasions about the University of Richmond's integration policies on March 28, 1968 and April 9, 1968. In his first letter, he simply asked whether the University was accepting black students. The second letter was a follow-up to the first where he noted that he had asked President Modlin about whether or not the University would be accepting black students and didn't receive a response. He went on to say that he would not give to the Alumni Fund until he got a reply. On April 13, 1968, President Modlin replied, and Dr. Simpson wrote back on April 17, 1968, saying that he could now appreciate and understand the policy for the University to be integrated, even though it was integrated in 1965 per a vote by the University's Board of Trustees. The University would fully integrate the following fall when it hosted its first black residential students. The second letter is from Dr. Modlin himself where he explained that the University's Board of Trustees had voted to open admission to all those qualified in 1965 because it was necessary to keep the Reserve Officers Training Corps (ROTC) program, and various other sources of funding on which the University relied. Even with this, he mentioned that the University was the last college in Virginia to integrate and that three years later there are no black students in Richmond College, Westhampton College, the Law School, or the Business School. There were several part-time black students in the evening school of the University of Richmond and one part-time student in the Graduate School. Wicker Jr., a Richmond lawyer and former member of the Virginia Senate from the 36th District, to the Editor in Chief of the Richmond-Times Dispatch on November 25, 1968. Wicker was concerned with the editor's recent article, "Dress on V.C.U." because he believed it was, "a generous and gracious apology for the revolting and disgraceful appearance of many V.C.U. students." Mr. Wicker went on to claim that he understands that since the Dispatch's Editor-In-Chief was at the highest level of administration at V.C.U, that he would be inclined to paint V.C.U. students in a flattering light. However, Wicker took offense to the Editor's claim that many other Virginia college students dressed similarly because, to him, one can easily distinguish between women and men by observing the dress of Richmond College and Westhampton College students.
