A special “dinner-of-the-month” meal was discussed, and students “reported that the ham and shrimp creole dinner have been bad." The instructions demand that a worker, described as “in a sense, a professional”, appear neat, clean, courteous, attentive, and willing to serve. Though it is uncertain who wrote the report, Dean Grigg and the Senior Counselors of the City Schools are mentioned as having met to discuss the recruitment of black students and a planned visit to the University for all counselors in the Richmond metropolitan area. The report acknowledged that over the summer, there were students involved in the Richmond Community Action Program who were given tours around campus, and that the High School Speech Institute that was held on the University’s campus was accessible to students regardless of race, indicating that “several negro students were included.” The report also mentioned that recruiting information for the University was dispersed to all secondary schools regardless of race. Additionally, the report provides information on the number of black students who applied, were accepted, and were enrolled to a variety of colleges within the University. The report also referenced Dean Overton with respect to plans regarding black teachers at the University, as well as Dean Moncure and Dean F.G. Gayles with respect to recruitment efforts. This plan lays out the guidelines for the Graduate and Professional Schools to transition into compliance with <a href="https://en.wikipedia.org/wiki/Rehabilitation_Act_of_1973#Section_504" target="_blank">Section 504 of the Rehabilitation Act of 1973</a> which was aimed at eliminating discrimination of people with disabilities from programs and institutions receiving federal funding. This document evaluates the situation regarding accessibility to disabled individuals at the university. The committee for the this evaluation was chaired by Dr. William Leftwich, Vice President for Student Affairs. There were other members from the university involved in this evaluation. This included Dr. D. Robert Moxley, William Rhodes, Ronald Hicks, Dr. William Woolcott (noted as a disabled individual in the report), Walter Van Klein, Mary Thoephanos (noted as a student who uses a wheelchair in the report), Michael Decker, and Eva S. Tashjian-Brown. After the evaluation a plan was drafted for the transition and the plan was to be fully implemented by June, 1980. Dr. Leftwich was mainly in charge of enforcing the plan and overseeing the execution of the plan from different departments and programs. Physical and structural changes were to be made to almost every building on campus to make it more accessible. In addition, redesigning equipment, reassigning classes to accessible buildings, providing aid to students with disabilities and rescheduling classes/activities was being considered as alternatives. The recruitment and admissions process would be made more accessible and a statement of non-discrimination would be included in every step of the admissions process. Changes would be made to make sure that disabled individuals can excel academically with policies which would provide longer attending periods for qualified individuals with disabilities. Campus facilities like Financial Assistance, Physical Education and Athletics, Counseling and Placement services and Social Organizations will be enforcing a non-discrimination policy and have equal opportunity for disabled individuals. The Committee suggested that a more specific contingency plan be designed for specific situations and the faculty and staff be reminded of the new law to prevent discrimination. The document expresses the promise of compliance to the legislation several times for reassurance. Dr. William Leftwich, Vice President for Student Affairs will be in charge of implementing the plan and overseeing departments to make sure the plan is implemented to its fullest. The equal opportunity policy will be efficiently communicated to faculty and staff by the Dean of the Law School through memos and meetings. At the time, the graduate school had programs for Master of Arts, Master of Science, Master of Education, and Master of Humanities degrees. One of the problems that UR experiences in recruiting minority students for its graduate program is that there is another private school in Richmond (Virginia Union University), and two state supported institutions, (Virginia Commonwealth University and Virginia State University) and they compete with UR. For VSU it costs $1,000 per year and at VCU it cost $790 whereas UR's is $3,510. Part-time students would also have to pay 36% more for a single course than VCU students did. Action oriented programs would include UR encouraging applications from students at undergraduate schools that have a high minority proportion. All the recruiting materials will also include UR's policy of encouraging minority participation. The Graduate School application will have the following statement: "Admission to the University of Richmond is without regard to race, color, sex, age, religion, national origin or physical handicap." Admission decisions will be based on grades and test scores, but also on other factors such as a student's background which might demonstrate potential success. Because there is a difference in cost at UR than at other schools UR will make efforts with financial aid to recruit disadvantaged full-time students. The financial aid will be awarded without regard to race, color, sex, age, religion, national origin or physical handicap. To insure that minority students have full access to placement services UR will take steps so that each employer seeking to recruit on campus will receive the following statement: "The University of Richmond Career Planning and Placement Office is committed to a policy against discriminatory practices based upon sex, age, race, color, religious creed, national origin or physical handicap in interviewing and employment of our students and alumni." The report focused on level of competition, staffing and operation, and scholarships. Specifically, it aimed at reviewing "women's sports in light of the University's established level of competition." The report brings up the "question of Title IX requirements" and states that because these requirements are uncertain, the Committee chose "not to be guided" by the requirements and to return to them in the future if they are further clarified.The report addresses five issues, 1) level of competition, 2) staffing commitment, 3) extent of funding, 4) scholarship aid, and 5) how funds are raised.1. The report examines the level of competition and defines these levels as national, regional, and state competition. The committee recommended that three sports for men and three sports for women be established at the national level and should be funded and provided of staff accordingly. State level sports will "be played at the University with a minimal amount of cost."2. The report states that the general feeling at the University is that it is not using the "existing value of non-revenue sports as an aid in recruiting desirable students." It recommends that these non-revenue sports be used as a means to recruit students. The committee recommended that the University "staff each sport to the level set forth in the report." Although few non-revenue sports have full-time coaches, the University should re-examine the potential of existing faculty members serving as varsity coaches.3. The committee feels that sufficient funds should be appropriated for each sport at its projected level. A non-designated budget should be set aside for when an unexpected opportunity arises for a non-revenue sport to compete in circumstances where budget may normally limit their participation.4. The committee recommends that the level of scholarship aid provided for each sport meet the level of the competition of the sport. The committee feels that some types of sports ("country club sports") do not typically require scholarship aid to attract students to the sport. It recommends that scholarship aid be made available for sports played at a national and regional level, but not the state level. It also recommends that "3 scholarships for men and 1 scholarship for women be provided as floater scholarships to be used at the Department's discretion for the extra athlete or situation that may occur from time to time."5. Based on what the report has already covered, the University will need to commit more financial aid. The committee recommends that the University make plans to raise funds from external sources.
