                <text>Librarian C.L. Wallis wrote this report to convey some areas of improvement for the Richmond Public Library system.  He began by giving a brief history of the library in America and then shared how Richmond was behind the average per capita income. Wallis was unaware of any other city with Richmond's size that only had two library branches and didn't have a bookmobile.  Therefore, he asked for "four good branches and two bookmobiles." These bookmobiles could travel in the community, reach more people, and the cost would be comparatively less than a building. Wallis clarified that these vehicles should not be seen as replacements for actual library buildings. There would be two stations for the East End; one of which served black people and was used fairly well.  The writer believed that an irreplaceable tenet of the public library was that "every man has the right to find out, to read, study, learn and understand for himself."</text>

Among the 500 respondents to a poll to determine the topics folks wanted to discuss, 337 voted for "Future Racial Relations in the South," making it the number one choice.  Because of this, the Forum got Swedish sociologist Gunnar Myrdal, the author of &lt;em&gt;An American Dilemma: The Negro Problem and Modern Democracy&lt;/em&gt;, to come speak because he was an "authority on the Negro." His book became influential in the 1954 &lt;em&gt;Brown v. Board&lt;/em&gt; Supreme Court decision.                 <text>The Institute for Business and Community Development of the University of Richmond wrote this outline to describe the program that would combine many different organizations in Richmond, all dealing with the issues of the disadvantaged.  The H.E.R.E and N.O.W. program stands for Housing, Education, Recreation and Employment, and Needs, Objectives, and Wants of the disadvantaged person.  This program was founded upon the ideal that the private sector could "more effectively deal" with the issues of the disadvantaged than the government could.   If an existing program didn't also provide the needs, objectives, and wants, then they acted as welfare programs instead of "turning tax consumers into contributing members of society."  The first phase of the project was simply gathering and analyzing information about the needs of the community.  Their primary focus was on securing education and employment for these communities.  They included both a timeline and a budget.  The total first year budget for the Institute would require $110,000.</text>

Resolution of Purpose on the Issue of Racial Discrimination," created by the Baptist Student Union (BSU); there are copies of the resolution’s revisions. The first page was ripped and taped back together; it stated the current university policy towards black people—"A negro may be permitted on campus as a laborer or maid or in a capacity of this sort…Under no circumstances can a negro take part in social activities on this campus"—and criticized the policy for not being consistent with Christian beliefs. In the first copy of the resolution, they pledged that they would "eliminate segregation of races, and to alleviate the appalling conditions resulting from it," "renew our spiritual dedication to our Lord, Jesus Christ, and show forth his renewal of spirit in our personal relationship to others, regardless of race or color," "call upon dedicated Christians everywhere to join with us in prayer and concentrated effort for the betterment of race relations," send a copy of the resolution to the President and Board of Trustees, publish the resolution in the Baptist Student magazine and &lt;em&gt;Religious Herald&lt;/em&gt;, and keep a copy on file in the permanent record of the university’s Baptist Student Union. In the second copy from 1958, they offered the same resolutions and added that a copy of the resolution would be sent to the State retreat "in support of a similar resolution to be brought before the business session of the retreat." The retreat resolution was included in this document; it acknowledged that racial discrimination exists in American society and that such discrimination does not align with Christian beliefs but many leaders do not know students’ opinions on discrimination. At the retreat, they resolved that "Churches increase their efforts toward teaching brotherly love," "Baptist Assembly Grounds admit all, regardless of race," "all colleges and universities…accept students without regard to race," and "all Christians, especially those in positions of church leadership, be allowed to voice their opinions on racial discrimination." Three newspaper clippings—"Baptist Student Union Plea For UR Integration Disclosed," "Student Plea Linked to Integration Act," "Students Commend Baptist Groups"—were included with these documents; these articles were about the BSU’s resolution and its impact.</text>

                <text>This September 30, 1980, letter is from Dewey E. Dodds, Director of the Office for Civil Rights Region III (OCR) of the Department of Education, and is addressed to University of Richmond President Dr. Bruce E. Heilman. The letter informs Heilman of the "results of our most recent compliance review of your graduate and professional schools." Dodds refers to a "March 25, 1980 meeting attended by University staff and legal representatives" and OCR staff members, as well as a March 31, 1980 letter, in which the University agreed to: improve enrollment of minority students through corrected recruitment and admissions programs, "use financial aid as an inducement in its recruitment program," "include a statement of non-discrimination on its application forms and in all new university publications," "take additional measures to assure minority students full access to the placement services," "make all necessary structural changes to assure accessibility for handicapped students by June 2, 1980," and to develop "a centralized system to facilitate accommodation efforts for handicapped students by June 1, 1980." An OCR staff member spoke with University of Richmond Vice President for Student Affairs William H. Leftwich on September 5 and 25. Leftwich promised to submit proof of fulfilling these agreements by October 15, 1980. Dodds informs Heilman of an on-site visit to the University on October 30. Dodds directs Heilman to contact the Director of the OCR Postsecondary Education Division, Robert Harvey, for any assistance.</text>
