Henderson, was on board with the idea of having a faculty exchange with the University of Richmond. President of the University of Richmond, George Modlin, had no comment on the possible exchange or a recent federal notification ordering the university to integrate in order to receive further federal funding. Both the universities are Baptist affiliated. VUU, a historically black university (HBCU), had dozens of white students and faculty while UR, a predominantly white and segregated school, had only two black students. VUU was currently carrying out a similar exchange program with the the all-white Methodist Randolph Macon College which only had one or two black students and no black faculty. The government suggested that UR should also send some of its student teachers to practice in black schools in the Richmond Public School system. This talk of desegregation resurfaced the hesistance shown by University official during accepting federal funding.The federal government threatened to pull out the federal funding to the school if UR failed to integrate. The program began with an address given by President Boatwright followed by a speech from Pauline Turnbull. Turnbull was a faculty member at the Westhampton College, who introduced Dr. Robert C. Smith from the Hispanic Foundation of the Library of Congress. He was speaking on "Ibero-American Arts". Following that Dr. Pedro de Alba from the Pan American Union gave a speech on Spanish-American poetry along with Professor Maximo Iturralde from William and Mary College. The exchange, which was proposed by the United States Department of Health, Education, and Welfare (HEW)  -- the precursor to the Departments of Education and Health and Human Services -- was welcomed by Thomas Henderson, the president of Virginia Union, but Dr. George Modlin, the president of the University of Richmond, did not comment. The Department of Health, Education, and Welfare also recommended that University of Richmond student teachers work in local, predominantly black schools. The university had enrolled black students prior to 1968, but only in summer classes and courses offered at University College -- the university's downtown satellite campus. Califano Jr, to various university presidents. He states that he has enclosed the remarks he delivered at the commencement at the College of New Rochelle in New Rochelle, New York. In the speech, which is 10 pages, Calfano emphasizes the themes of diversity in higher education and the desire of the federal government not to unduly intrude into the operation of academic institutions. In the speech he quotes President Lyndon Johnson by saying education was the first work of the nation. He also references President Carter’s commitment to education. Calfano warns that if we use a quick fix to fix the United States education system we could eventually start to look like "Mussolini’s Italy." Califano says that small liberal arts colleges across America, such as the College of New Rochelle, have played a drastic role in the education system. The petition in question was created and signed by students in response to the denial of a black guest speaker's entrance into the university's dining hall, preventing him from eating with students of the university. Though Boatwright claimed he had no knowledge of the incident nor the following emotional reaction of the student body, he went on to admit his belief that the dining hall was not the appropriate place for such instances of integration to take place. Such action, according to Boatwright, was against the historical culture of the school and might force a part of the student body to feel uncomfortable in the public space of the institution. Description An account of the resource This editorial, "Censored," was published in The Collegian on May 17 1968, by an unnamed author. It was written in reference to a decision made by the Board of Publications, the newspaper's publisher, to not allow The Collegian to publish a sex morality survey. Voicing The Collegian's opinion, the author wrote that they believed that two of the Board's reasons--that it is not The Collegian's purpose to create news and the questions were not formulated properly--were invalid, but agreed that they may not have conducted the survey correctly. The author questions the Board's reason for censoring The Collegian and addressed the concern that the survey could be harmful to the university; they wrote that it is important to "face life as it is" and not "bury our heads in the sand." Addressing the Board's concerns, the author wrote that the newspaper did not create the situations in the survey since illegal drug use and premarital sex existed on the campus and elsewhere for many years, and claimed that their audience may be interested in their findings; in addition, the questions were taken from the College of William and Mary's survey, which was created with the sociology department's help. In regards to the concern that the survey was not conducted correctly, the author claimed that they would have prefaced the article with the survey's shortcomings and that the Board should have consulted the newspaper before making its decision.
