Leftwich, vice president of the University of Richmond, is in response to E. Bruce Heilman, president of UR, offering Leftwich's legal advice to Nobles after Nobles inquired it via letter from Heilman. The writer informs that the university filed a suit in Federal District Court by University counsel against the Department of Education's' Office for Civil Rights (OCR) at 4:00 pm on April 23. Leftwich communicates that the timing was strategically selected given that it was "one day prior to the day we had been asked by the Office of Civil Rights to submit documentation to them." It explains how different governments are divesting in South African companies following the Sullivan Principles, a set of guidelines a company must follow regarding diversity and protesting the apartheid state in South Africa, a government system founded on racial segregation. President Heilman had revealed that the University does have investments in South Africa, but was unsure of their extent, and the Board of Trustees had appointed a committee chaired by Stanley F. Pauley to investigate the university's portfolio and consider divestment. The university had had a similar committee a few years prior. The university's first black tenured professor, Dr. Lorenzo Simpson, is quoted: "Selective divestment (according to the Sullivan Principles) is a way of prematurely diffusing outrage...I'm not criticizing the Sullivan principles, I'm saying that they don't go far enough." Modlin and Minister Milton A. Reid of the First Baptist Church in Petersburg, Virginia. Reid applied to the T.C Williams Schools of Law in 1960, despite the segregation policy still in place at the time. On July 5, 1960, Reid wrote to Modlin: &ldquo;In this era of sociological change, if it is felt that a Negro might be admitted on a trial basis, I am going to be selfish enough to suggest to you that &lsquo;I am he.&rsquo;&rdquo; Reid then told Modlin of his past achievements--serving four years in the Army, spending many years as a religious counselor to youth, and A.B. and B.D. degrees from Virginia Union University. On August 24, 1960, Modlin replied stating again the university&rsquo;s segregation policy, but told Reid: &ldquo;If the University&rsquo;s policy is changed in the near future, I am sure that we would be proud to have a man like you as the first Negro to enroll in our Law school.&rdquo;&nbsp; Reid followed up on May 7, 1962, asking again to be considered for acceptance into the law school.&nbsp; Dean Muse of the Law School forwarded the correspondence to President Modlin, noting &ldquo;I regret, even more, to say that the letter concerns a potential application from a Negro.</p> It should be noted that Milton A. Toone, Chairman of the Board of Deacons at Ashland Baptist Church, and Dr. George M. Modlin, President of the University of Richmond; the correspondence referred to a "demonstration" where a University of Richmond students held up a sign that stated, "King Cong Died for our Sins," which was part of a mock protest by the pledges of Phi Delta Theta. Sent on March 20, 1968, Modlin's response to Toone's letter called the parody protest a "so-called demonstration," which ignored the point that since it was a mockery of activists, the pledges were demonstrating against activism. The fraternity president and pledges involved in the incident wrote Modlin letters of apology; they claimed that they thought the sign was innocuous and did not intend to commit blasphemy. Modlin believed the students and asked Toone to forgive them for "they know not what they do." He ignored the fraternity's intent to mock activists and did not hold them accountable for their actions. This letter was sent in response to the "Report and Resolution on racial discrimination," in which the Association of American Law Schools addressed racial problems in law schools. However, the University of Richmond’s Board of Trustees believed that the Association’s resolution was "extreme" considering that "different institutions have dissimilar problems and operate under different conditions." Therefore, the Trustees’ opinion was that racial segregation at the University of Richmond "will disappear more or less gradually and naturally" and were concerned that the Association was forcing the immediate elimination of segregation. In this letter, Modlin stated that there is no quota for Jewish students at Westhampton College or at the University of Richmond. Modlin claimed that the Westhampton Director of Admissions had to "check every application to get the information," which was evidence that the quota did not exist. Notations can be seen on Kruger's letter to support this claim. Furthermore, she found that 11 Jewish girls from Virginia applied, seven were accepted, and three enrolled. Modlin wrote that he will not agree to serve as vice chairman of the Central Committee for Educational Television until there are clear expectations on what the three of them would work on together. He wanted to discuss this with representatives from Richmond television stations to "be more certain of their attitudes toward this new educational development."
