It brings up that the Department of Health, Education, and Welfare (HEW) has introduced policy that would require schools receiving federal funding to provide proportional funding equal to the number of people participating in athletics. The author writes that, "In other words, it is going to demand 'substantially equal per capita expenditures' - on athletic scholarships, recruitment, equipment and supplies, travel and publicity." Severinson lists a number of suggestions that would aid in getting the University to comply with the Civil Rights Act of 1964. The article goes on to discuss how HEW has reached out to Governor Linwood Holton to draft a statewide college desegregation plan by the end of November, but one that won't affect private institutions. In the fall of 1968, five full-time black students were admitted to the main campus. The author claimed that there had been reports that the Department of Health, Education, and Welfare (HEW) was “applying pressure” to the University to integrate its faculty. The author also claimed that there had been talks of the University doing a faculty exchange program with a Historically Black University called Virginia Union University, as Virginia Union was doing a similar program with Randolph-Macon College. Virginia Union expressed much willingness to participate in this program with the University of Richmond. The Collegian urged more complete integration, as the white students had only had limited contact with black people throughout their lives. The countersuit was in response to a suit brought by the University against the Department of Education for overreaching its jurisdiction – according to the University. William H. Leftwich, vice president for student affairs, indicated that the University’s athletic department received no federal funds and therefore the Office for Civil Rights (OCR) had no jurisdiction. Referencing cases in South Carolina and Pennsylvania, Dewey E. Dodds, the regional director of the OCR, indicated that “whether the ‘recipient’ institution receives, directly or indirectly, ‘federal financial assistance’ [that] benefits its programs and activities” is what matters with respect to Title IX. It was written in reference to a decision made by the Board of Publications, the newspaper's publisher, to not allow The Collegian to publish a sex morality survey. Voicing The Collegian's opinion, the author wrote that they believed that two of the Board's reasons--that it is not The Collegian's purpose to create news and the questions were not formulated properly--were invalid, but agreed that they may not have conducted the survey correctly. The author questions the Board's reason for censoring The Collegian and addressed the concern that the survey could be harmful to the university; they wrote that it is important to "face life as it is" and not "bury our heads in the sand."
