Over the course of the one hour interview, Slaughter discussed his experience as the first black professor in the business school and one of the few black professors university-wide, including his educational background at Historically Black Colleges and Universities prior to coming to Richmond, the hiring and tenure processes, and his service-focused academic career. Slaughter also reflected on institutional changes he would like to see in order to reduce discrimination and promote diversity in faculty.<br /><br /><img src="https://memory.richmond.edu/files/misc/SlaughterRaymond_1980.jpg" alt="" />

He graduated from Kentucky State University in 1967, and attended Howard University Law School and obtained his law degree in 1970. In 1971, he received his MBA in Business Administration from the University of Pennsylvania. He worked for public accounting firm Ernst &amp; Ernst in Detroit Michigan, and then began teaching at Bucknell University. In 1977, he moved to Richmond and began teaching in the accounting department of the Robins School of Business, where he taught for 41 years before his retirement in 2018.</p></text>

<text>In this oral history interview, professor of accounting Dr. Darrell Walden sat down with Marissa Brown ('19) on March 25, 2019, in Walden's office in the Robins School of Business. Over the course of the one hour interview, Walden spoke about being born and raised in Richmond during school desegregation, his family and their business, attending Virginia Union University for undergraduate studies--including studying under the first Black woman to become a CPA in Virginia, Dr. Ruth Harris, transitioning to Syracuse University for his graduate education, working in Fortune 500 companies, transitioning to teaching, getting his PhD at Virginia Commonwealth University, and coming to teach at the University of Richmond 25 years ago. On his time at UR, Dr. Walden shares his experience as one of two Black faculty members in the Robins School of Business, the struggles of the tenure process, being chair of the accounting department for 12 years, and reflects on his hopes for the university moving forward.<br /><br /><img src="https://memory.richmond.edu/files/misc/WaldenDarrell_2004.JPG" alt="" />
<p>Dr. W. Darrell Walden was born and raised in Richmond, VA where he currently lives. He is the father of two adult daughters and has four grandchildren.</p>
<p>Dr. Walden worked his way through college and earned his B.S. in Accounting with honors from Virginia Union University (VUU). At VUU, Dr. Ruth C. Harris, the first Black woman CPA in Virginia, was his teacher and mentor. One year after graduating from VUU he earned his M.S. in Accounting from Syracuse University as an IBM student fellow. His mother, Theresa C. Walden, was the chief accountant at VUU. His uncle, Robert W. Coles, Jr., was one of the first 100 Black CPAs in the United States. Prior to his academic career, his professional career experience has included work in the Controllers&rsquo; staff and corporate tax departments of two Fortune 500 companies. Dr. Walden is a Certified Public Accountant (CPA) licensed in Virginia, and consults with a number of firms in the central Virginia area.&nbsp; Dr. Walden earned his Ph.D. in Business with honors from Virginia Commonwealth University (VCU) where he majored in Accounting, and minored in Finance and Information Systems. Dr. Walden was among only 24 Blacks out of 1206 Ph.D.s in Business earned in 1994 (Blacks earned only 2% of these degrees in the 1990s). He is a charter member of the <em>PhD Project&mdash;Accounting Doctoral Association</em>. He belongs to Beta Gamma Sigma, national honor society.</p>
<p>Dr. Walden is currently Department Chair and a tenured Associate Professor of Accounting in the Robins School of Business at the University of Richmond (UR). While Department Chair over the last 12 years, he has help elevate the AACSB accredited accounting program to national prominence including high CPA exam pass rates. He also teaches at both the undergraduate and graduate levels. While at UR, he has been awarded the University&rsquo;s <em>Faculty Story Award</em> given to faculty who model community-building relations and world-changing service. He has also been awarded the University&rsquo;s <em>Excellence in Teaching, Learning and Technology Award</em>. The VCU African American Alumni Council named Dr. Walden &ldquo;<em>2007 Alumnus of the Year</em>&rdquo; for his &ldquo;Black History in the Making&rdquo; efforts.</p>
<p>Prior to his tenure at UR, he taught at three other universities including the prestigious Marriott School of Management at Brigham Young University in Provo UT.</p></text>

<text>This article is a critique of the Reagan administration regarding two cases where the author believes the president is allowing discrimination. The first case is regarding Bob Jones University in South Carolina and Goldsboro Christian Schools in North Carolina. Both universities are taking steps so that the Supreme Court eliminates the Internal Revenue Service policy. The latter prohibits tax exemptions for institutions that discriminate. Since according to the article, both institutions discriminate against black people, they are faced with the obligation of paying Social Security and federal employment taxes, which are normally relieved by the tax exemptions. The Reagan Administration has taken the school&rsquo;s side in the issue arguing that &ldquo;the administration does not have the authority to enforce the rule,&rdquo; and that &ldquo;the tax code should not be used to enforce civil-rights laws.&rdquo; The other case touched upon in the article is that of the University of Richmond, in which the Department of Education has reached out to the institution in order to investigate a complaint regarding sex discrimination in athletics. The writer informs that this institution was: &ldquo;pouring millions into sports program for men, but almost nothing into sports programs for women.&rdquo; The university filed a suit against the Education Department in a lower court and according to the author, it has not denied the inequities but argued that &ldquo;because the federal government did not directly fund the athletic department, the law did not apply.&rdquo; In this case, the government did not want to appeal, which caused the head of the U.S. Civil Rights Commission, Clarence Pendleton Jr. to write a dissent arguing that the Justice Department&rsquo;s policy could &ldquo;reduce the civil-rights protections significantly.&rdquo;</text>

<text>In this letter, the Women’s Athletic Council at the University of Richmond addresses the Director of the U.S. Department of Education’s Office for Civil Rights. The council is filing a complaint against the University of Richmond, given that the institution was “discriminating against women athletes and the coaches of women’s sports, as well as discriminating against women in other areas of University activities.” The council establishes that such behavior violates Title IX of the Education Amendments of 1972. The writer alleges that those affecting women’s athletics include: Mr. Charles Boone, Athletic Director, Dr. William Leftwich, Title IX Coordinator, Dr. E. Bruce Heilman, President of the University, and the Board of Trustees. The council requests an investigation of the complaints and attaches the Board of Trustees’ report on level of Competition for Non-Revenue Sports, in which the writer questions the exclusion of budget figures on men’s basketball and football.</text>

<text>This is the Self Evaluation and Transition Plan for The Graduate and Professional Schools at the University of Richmond, likely completed in early 1980. This plan lays out the guidelines for the Graduate and Professional Schools to transition into compliance with <a href="https://en.wikipedia.org/wiki/Rehabilitation_Act_of_1973#Section_504" target="_blank">Section 504 of the Rehabilitation Act of 1973</a> which was aimed at eliminating discrimination of people with disabilities from programs and institutions receiving federal funding. This document evaluates the situation regarding accessibility to disabled individuals at the university. The committee for the this evaluation was chaired by Dr. William Leftwich, Vice President for Student Affairs. There were other members from the university involved in this evaluation. This included Dr. D. Robert Moxley, William Rhodes, Ronald Hicks, Dr. William Woolcott (noted as a disabled individual in the report), Walter Van Klein, Mary Thoephanos (noted as a student who uses a wheelchair in the report), Michael Decker, and Eva S. Tashjian-Brown. After the evaluation a plan was drafted for the transition and the plan was to be fully implemented by June, 1980. Dr. Leftwich was mainly in charge of enforcing the plan and overseeing the execution of the plan from different departments and programs. Physical and structural changes were to be made to almost every building on campus to make it more accessible. In addition, redesigning equipment, reassigning classes to accessible buildings, providing aid to students with disabilities and rescheduling classes/activities was being considered as alternatives. The recruitment and admissions process would be made more accessible and a statement of non-discrimination would be included in every step of the admissions process. Changes would be made to make sure that disabled individuals can excel academically with policies which would provide longer attending periods for qualified individuals with disabilities. Campus facilities like Financial Assistance, Physical Education and Athletics, Counseling and Placement services and Social Organizations will be enforcing a non-discrimination policy and have equal opportunity for disabled individuals. The Committee suggested that a more specific contingency plan be designed for specific situations and the faculty and staff be reminded of the new law to prevent discrimination. The document expresses the promise of compliance to the legislation several times for reassurance.</text>

<text>This is the Affirmative Action Plan for The T.C. Williams School Of Law. This document acknowledges the responsibility of the T.C Williams School of Law as a part of the University of Richmond to provide equal opportunity to minority students. This document mentions that equal opportunity will be provided to any graduate or professional studies student and also acknowledges that diversity among the student body is very important to the university. Dr. William Leftwich, Vice President for Student Affairs will be in charge of implementing the plan and overseeing departments to make sure the plan is implemented to its fullest. The equal opportunity policy will be efficiently communicated to faculty and staff by the Dean of the Law School through memos and meetings. The policy will also be published in the bulletins, catalogues, admission documents and other law school communication open to the public. The plan pointed out that the T.C Williams School of Law has been proactively trying to recruit minority students but is being undercut by the high number of law schools nearby and lower tuition rates of those law schools. The law school will actively recruit minority students by making it providing equal opportunity, financial aid and recruiting from undergraduate institutions with a high number of minority students including Virginia Union University, Hampton Institute, Virginia State University and Atlanta University. Also, the placement process for jobs will be practicing the equal opportunity policy along with providing minority students with additional help during this process.

<text>This article which appeared in the Wall Street Journal on April 12, 1979 discusses how the law has changed to forbid "sex discrimination in educational institutions that get federal funds." It brings up that the Department of Health, Education, and Welfare (HEW) has introduced policy that would require schools receiving federal funding to provide proportional funding equal to the number of people participating in athletics. The author writes that, "In other words, it is going to demand 'substantially equal per capita expenditures' - on athletic scholarships, recruitment, equipment and supplies, travel and publicity." The author continues to make an argument that this policy leaves many schools with few options and that "if schools cut too much, they risk hurting their teams' competitiveness and therefore their revenue potential." They write that because women's' participation in college athletics has more than doubled and women make up 26% of the country's intercollegiate athletes, then there is no need for such "drastic measures." Finally, the author ends the article with a claim that there is "something deeper at work here: a drive to see all American institutions governed by the same system of rewards.." They call for HEW to consider different factors before issuing its final guidelines and asks for Congress to do so if HEW does not. This article was sent to University of Richmond President E. Bruce Heilman by Virginia Congressman David E. Satterfield III attached to a letter on April 16, 1979.</text>

Education representatives plan to ask Congress for provisions when Congress reconvenes in January. The Director of the National Association of Veterans Programs Administrators. Cecil C. Byrd II, says the previous legislation in place needed to be fixed. James A. Gilbert, associate dean of admissions at Castleton State College in Vermont thinks the new legislation goes against federal law. The new rules go into effect on December 1st.</text>

<text>This article indicated that the Justice Department’s lack of appeal to the decision banning investigation of sex discrimination in UR’s athletic department “warded off a probe at the College of William and Mary.” Ronald Gilliam, deputy director of the Office of Civil Rights (OCR) in Philadelphia, indicated that it was unknown which complaints of sex discrimination could now be investigated at William and Mary (W&amp;M). The article expressed that U.S. District Judge D. Dortch Warriner expressed that the Justice Department would not appeal the July ruling for UR because “the programs being investigated, not just the students, had to receive federal funds.” William Kramer, Attorney for the National Collegiate Athletic Association (NCAA), expressed that the “Supreme Court’s definition of federal financial aid was insufficient to give federal authorities the legal right to investigate those programs.” The article mentioned W&amp;M's football stadium, which required federal funds to build, and indicated that there would be an eventual decision on whether this would permit an investigation. W&amp;M's affirmative action director, Dale Robinson, expressed surprise at the UR case decision, but indicated that “it will have no effect on W&amp;M’s commitment to equality among men’s and women’s athletic programs."</text>
