                <text>This article relates the death of Douglas Southall Freeman, on June 13, 1953. Freeman had just finished writing Chapter 16 in Volume 6 of his biography on George Washington. The last words Freeman wrote were, "He was 61, and he complained mildly of waning memory and of poor hearing but few others saw any evidence of decline... was he not mounted and ready for four more years on the road of service to his country? The multitude of his followers and the handful of his envious foes would have proclaimed the certainty with joy or would reluctantly have admitted the probability, but there were omens that road would be stony and cloud-covered, and there were voices prophesying strife." Later that day Freeman felt ill and his doctors discovered an erratic heartbeat. Freeman slipped into a coma and died at 4:20 P.M., at the age of 67.</text>

                <text>This September 22, 1979 letter is from Dewey E. Dodds, Director of the Office for Civil Rights Region III, and is addressed to University of Richmond President Dr. E. Bruce Heilman. Dodds begins the letter by expressing appreciation to University staff for cooperation in the Office for Civil Rights (OCR) compliance review. The review was conducted to determine if the University of Richmond graduate and professional schools were in compliance with Title VI of the Civil Rights act of 1964, Title IX of the Education Amendments of 1972, and Section 504 of the Rehabilitation Act of 1973. The letter then excerpts passages from each of these legal documents. The "review revealed that the University of Richmond previously discriminated against minority applicants" on basis of race, and also had no affirmative action plan designed. As there was still no affirmative action plan, the University was found to not be in compliance with Title VI. Dodds notes that the University's "discriminatory policy is cited in Reuben S. Alley's, "The History of the University of Richmond, 1830-1971," written in collaboration with the University's Board of Trustees. In the History, Alley reported that "blacks were not admitted to the university" prior to 1964. The review established that the University does not specifically target minority applicants, thus reflecting "this lack of affirmative effort." The review found no evidence that the University discriminated on the basis of race, however, the University was not considering race in the application review process. Dodds writes that the University had recruited "significantly lower" graduate and law students, with the University law school having only 4.5 percent minority students, as compared to the Virginia average of 13.3 percent. The review did not find evidence, past or present, of discrimination against women or "the handicapped", however, Dodds lays out specific details for an affirmative action process. These details include targeted recruitment at "traditionally black institutions," and assuring students of financial aid benefits. The review details how counselling and referral services should be available to all students to assure retention rates and track movement through the school toward a degree program. Dodds outlines plans for a more robust job placement center at the law school, as the current center "may not operate in a completely racially unbiased manner." Dodds notes that one student "alleged that a racially restricted job announcement had been posted in the placement center." The review details accessibility protocol, saying that the University's current transition plan was "unacceptable under the regulations." Dodds sets a deadline of June 2, 1980 to complete the transition plan for structural changes. The review found that the University was in compliance with Title IX "except for the lack of a satisfactory self-evaluation and transition plan", and also found that the University was not in compliance and currently in violation of Title VI "with respect to recruitment and admissions." Dodds sets a deadline of  June 2, 1980 to complete directives and achieve compliance with title VI. Dodds directs Heilman to contact the Director of the OCR Postsecondary Education Division, Robert Harvey, for any assistance. William H. Leftwich and R. Moxley are copied on the letter. The letter is signed on behalf of Dodds by Ronald Gilliam.</text>

                <text>This October 15, 1980 compliance review is from University counsel Eva S. Tashjian-Brown for Dewey E. Dodds, Director of the Office for Civil Rights (OCR) Region III. The review is in response to Dodds' September 30, 1980 letter to E. Bruce Heilman, President of the University of Richmond. Tashjian-Brown reminds Dodds and his staff to direct all communications regarding the compliance review to the counsel for the University, to protect the University's right to counsel. Tashjian-Brown refers to University counsel Carter Younger's March 31, 1980 letter to Lee Nell which detailed the Affirmative Action Plan of the T. C. Williams School of Law, the Graduate Student Division, and the Self-Evaluation and Transition Plan of the Graduate and Professional Schools. Tashjian-Brown notes that the University must "respectfully disagree" to Dodds's letter which indicated "commitments beyond those specifically stated in the above documents." The compliance review begins with Recruitment of Minority Students. It is stated that the Law School participated again with the CLEO Program, a pre-law program, and that a second year student was paid by the University to serve as a teaching assistant and recruit candidates for the Law School. University administrators and faculty recruited from several historically black colleges and universities, including Virginia State University, Virginia Union University, Hampton Institute, North Carolina Agricultural and Technical, Atlanta University Center, Howard University Graduate &amp;amp; Professional School Fair, Johnson C. Smith University, among others. The Law School also planned to develop an admissions by performance program in the summer of 1981. The University requests the assistance of OCR to secure additional financial aid. Law School officials also began to establish the Oliver Hill Scholarship program. The review states that all application forms and university publications have a non-discrimination statement. The University also plans to develop assurances of non-discriminatory employers for the job placement service offered by the university. The plan addresses specific accommodations "for the handicapped" including parking spaces, ramps and curb cuttings, new Braille indicators, telephone lowering, and a new wing on the Law School with accessibility features. The University plan also features a centralized system for accommodating "the handicapped". This letter is blind carbon copied to Dr. Bruce Heilman, Dr. William Leftwich, and W.                 <text>This December 28, 1979 letter is from University of Richmond counsel W. Carter Younger to Raymond Hatcher of the U. S. Office of Civil Rights, Department of Health, Education and Welfare (HEW). The letter describes the plans of the graduate school and law school to increase minority enrollment in several different ways. Younger notes Dewey E. Dodds's letter dated September 28, 1979, which cleared the  University of Richmond from a claim that it currently had discriminatory policies. Younger acknowledges that "the alleged policy against admitting blacks was abolished in 1964."  Younger writes that Dodds' letter stated that affirmative action was necessary to overcome "the alleged effects of such pre Civil Rights Act policy." Younger contests the idea that the University "underutilized" minority students. Younger justifies the low minority enrollment rate at T. C. Williams School of Law by noting that private institutions are significantly more expensive than state law schools, making it improper to compare state school statistics to private school statistics. Younger offers an alternative viewpoint, cross referencing data from similarly sized private institutions to show that the University has a higher minority enrollment rate compared to similar institutions. Younger argues that Dodds' use of statistics are not taking into account the context of the University and the competitive nature of institutions of higher learning in the greater Richmond area. Younger notes that the committee for self-evaluation will meet on January 7, 1980. Included with the letter are two enclosures, reviews of the Graduate School affirmative action plan and the School of Law affirmative action plan. The Graduate School affirmative action plan begins with an assessment on why the University has lower numbers of minority students, primarily because of the presence of less expensive state schools. To combat these low numbers, the University plans to encourage applications from undergraduate schools with high proportion of minority students. The plan also reviews financial aid, recruiting "disadvantaged full-time students", and implementing non-discriminatory practices. The plan also reviews job placement, with a non-discrimination policy when connecting students to future employers. The second review is the School of Law Affirmative Action Plan. The plan discusses recruiting and admissions, starting with active recruiting from "colleges which have a high proportion of minority students" including: Virginia State University, Virginia Union University, Hampton Institute, North Carolina Agricultural and Technical, Morehouse College, Morris-Brown College, Spelman College, Clark, and Atlanta University. The plan identifies the utilization of current minority law students as a key part of their recruiting efforts. The plan discusses non-discriminatory placement within the job center, with goals to represent and include minority students. The plan also has a sample of a counseling center visit log, which corresponds to reasons for visit, service codes, and divisions.</text>

                <text>This December 13, 1979 letter is from University of Richmond legal counsel W. Carter Younger to Vice President for Student Affairs William H. Leftwich. In this record, Carter describes a letter received from Dewey E. Dodds, Director of the Office for Civil Rights (OCR) Region III. Carter notes that the transition plan requested by OCR must be completed by January 21, 1980 as based on Adams v. Califano litigation. Carter notes that Dodds's offer of assistance is less demanding than previous interactions with Raymond Hatcher. While Carter is willing to send Dodds and Hatcher a completed transition plan, he expresses concern about entering a negotiating session. Carter attached a "brief affirmative action statement" to his letter. Carter concludes his letter asking for the advice of Leftwich as well as Dean and Professor of Law Tom Edmonds. The attached review is the School of Law Affirmative Action Plan. Carter Younger responds to Dewey Dodds, Director of Department of Education’s Office of Civil Rights, regarding the previous correspondence sent to President E. Bruce Heilman. In the latter, Dodds informs the president that there will be an investigation to verify University of Richmond’s compliance to Title IX as a result of a complaint alleging discrimination against sex in athletics. Younger, appointed as legal counsel for the university, replies to Dodds requesting a copy of the complaint in order to “determine the jurisdictional basis for any investigation and have sufficient information to respond appropriately.” Moreover, the counsel stated that the university has the right to not be “harassed or intimidated with the threat of a time consuming and costly investigation based on undisclosed charges by an unidentified person.” Younger mentions there have been three other occasions in a period of two years in which UR had to host inspectors from the Office of Civil Rights, which he claims diverts time and funds from the education of students. One of the team members that led the visitation in 1979 was Cynthia G. Brown, who was principal deputy. Lastly, the counsel concludes the letter by stating that the “investigations are time consuming and particularly burdensome during the spring months”, and because the university is a private institution the costs involved in proceeding with the investigation would have to be added to the “already high tuition”, and therefore, the university objects to follow the demand.</text>

                <text>This letter was sent on June 26, 1949, by Charles H. Hamilton, the City Editor of the &lt;em&gt;Richmond News Leader&lt;/em&gt;, to George M. Modlin, the President of the University of Richmond. Hamilton wrote to Modlin regarding the issue of communism in the United States, especially in higher education; recently, three faculty members at the University of Washington were dismissed because two admitted that they were members of the Communist party and one refused to state whether he was a member. Hamilton wanted to write a news story to "enlighten readers on freedom of education in Virginia" and asked Modlin to provide a statement regarding the loyalty of university faculty members, political activities of faculty members and students, dismissal of faculty members due to their political activities, and books not used in classes due to "undesirable political, social or economic viewpoints."</text>

Cavers, Associate Dean of Harvard Law School, wrote to President Modlin as the Chairman of the "Special Committee on Racial Discrimination of the Association of American Law Schools" for 1955. In 1951 the Articles of Association were amended to include non-discrimination on the basis of race as a stipulation to for member schools to pursue. At a committee meeting, those present decided to send the reports of 1954 to the deans of the member schools who were possibly in violation of the Association's new anti-discrimination objective, which in this case, included the University of Richmond.</text>

                <text>This document is a letter from David F. Cavers, the Chairman of the Special Committee on Racial Discrimination of the Association of American Law Schools, to T. Justin Moore, the Rector of the University of Richmond’s Board of Trustee, that was sent on February 4, 1955. In 1951, the Association amended its Articles of Association so that one of its objectives for member schools was to not discriminate on the basis of race. In 1954, the Association voted that "copies of the Special Committee’s Interim and Final Reports for 1954 be sent ‘to deans of member schools not in compliance with the Association’s anti-discrimination objective and to the administrations and governing boards of the universities and colleges with which those schools are connected," which were attached to this letter. Other schools in the Association were encouraged by the successful integration at other member schools, so Cavers believed that racial discrimination in law schools would end that year. Furthermore, to reinforce the non-discrimination objective, the Special Committee would hold a meeting in Washington, D.C. to discuss discrimination. Cavers wrote that he hopes that the university will end racial discrimination and extended the Special Committee’s services.</text>
