<text>This article considers the University of Richmond's attempts to comply with Title IX requirements through adding a women's soccer team to the University's athletic department. A school is considered compliant with Title IX if they have equal amounts of men and women participating in sports or if there is shown to be a history of women's program expansion. Ruth Goehring, the associate athletic director, said that "We're [UR] probably 60-40 in participation, which is why we added soccer to get us closer to the 50-50 proportionality." One of the areas that the school's needs the most improvement in is the availability of athletic scholarships for women, but the question is where to divert funding from in order to pay for those scholarships.</text>

<text>This article talks about pressure from the federal government to integrate the University of Richmond by getting more black students, faculty, and staff. The university spokesman said that the President, Dean of Education, and the Provost were not available to make any comment or take any action on the matter. The federal government threatened to cut federal funding to the university if they failed to integrate. Federal funding contributed one million dollars to build a dormitory on campus during the one year the university signed up for federal funding. Prior to that year, the board of trustees blocked the university from applying for federal funding. The federal proposal involves a part time exchange program for "negro" students and faculty from the Virginia Union University. A similar exchange of faculty was examined between Virginia Union and the all-white Methodist Randolph Macon College. No comment was received from Virginia Union officials on the issue. Student teachers were going to be pushed into the Richmond public school system. Placements into the school will be done after considering the wishes of the student, faculty, and the university. A current federal study showed that there were only 2 black students out of 2587 students.</text>

<text>This article talks about how the President of Virginia Union University (VUU), Thomas H. Henderson, was on board with the idea of having a faculty exchange with the University of Richmond. President of the University of Richmond, George Modlin, had no comment on the possible exchange or a recent federal notification ordering the university to integrate in order to receive further federal funding. Both the universities are Baptist affiliated. VUU, a historically black university (HBCU), had dozens of white students and faculty while UR, a predominantly white and segregated school, had only two black students. VUU was currently carrying out a similar exchange program with the the all-white Methodist Randolph Macon College which only had one or two black students and no black faculty. The government suggested that UR should also send some of its student teachers to practice in black schools in the Richmond Public School system. This talk of desegregation resurfaced the hesistance shown by University official during accepting federal funding. The federal government threatened to pull out the federal funding to the school if UR failed to integrate. UR only recently received its federal funding of one million for dormitory construction after long discussion and consultation with the major Baptist bodies associated with the university.</text>

<text>In this letter from the Office of Civil Rights of the Department of Health, Education and Welfare (HEW) to University President George M. Modlin, Chair Dr. Eloise Severinson, expresses the office’s appreciation concerning the University staff’s cooperation with Mr. David Gerard, Mr. Harold Davis, and Dr. Mary Whitney in the process of the university’s civil rights compliance re-review. The writer emphasizes that Title VI of the Civil Rights Act of 1964 requires that all institutions recipients of federal aid have to provide their services equally without regards to “race, color or national origin." The re-review of the University indicated that most of the recommendations made after the first review, held on February 28 and 29, 1968, had generally been implemented. However, Severinson states that additional actions should be taken to meet the objectives of Title VI of the Civil Rights Act, given that the University of Richmond “still projects an image of an exclusive all-white ‘Southern’ institution”. Dr. Severinson recommends that more minority personnel, particularly “Negroes," should be hired as staff members, and as part of the Board of Trustees, and that the Alumni and Alumnae Associations should be informed that UR has changed its admission and hiring policies to include black people. Furthermore, she encouraged Admission Directors and Deans to engage in more recruitment of black students through allotting a greater budget to recruitment and using Federal Work Study funds to employ minority student recruiters, and it suggested the elimination of questions concerning race in application forms. The correspondent states that University College should admit more “high risk” students, and that the Center of Psychological Services should be more publicized. In addition, the Department of Education at the University should require that each school district where student teachers are assigned file a written assurance of compliance with Title VI of the CRA, and that all Deans and the Athletic Department that assist in locating off-campus housing should have written assurance from landlords that they are willing to rent on a non-discriminatory basis. She also recommends that the term “lineage” be deleted from the application form of the School of Business Administration, and that students, faculty and administrators should begin exchange programs with Virginia Union, Virginia State, Norfolk State, and Hampton Institute, which are HBCUs.</text>

This letter informs President Modlin that while Dr. Bryant enjoyed the opportunity to visit the University of Richmond and discuss the Higher Education programs with his colleagues, Mr. Haddock and Mr. Abriter, they could not grant process an application for funds for student financial aid programs as they had discussed. Because of this, Dr. Campbell Snowberger would be forwarding important information on dormitory construction and Title III of the Education Facilities Act which discusses loans for academic facilities. Dr. Bryant also says he will keep President Modlin posted when new application periods open up and will assist in programs such as orientation and administrative procedures. Dr. Bryant closes the letter by thanking President Modlin, Dean Smart, and the University Staff for for making his visit on Wednesday so pleasant.</text>
