Califano Jr, to various university presidents. He states that he has enclosed the remarks he delivered at the commencement at the College of New Rochelle in New Rochelle, New York. In the speech, which is 10 pages, Calfano emphasizes the themes of diversity in higher education and the desire of the federal government not to unduly intrude into the operation of academic institutions. In the speech he quotes President Lyndon Johnson by saying education was the first work of the nation. He also references President Carter’s commitment to education. Calfano warns that if we use a quick fix to fix the United States education system we could eventually start to look like "Mussolini’s Italy." Califano says that small liberal arts colleges across America, such as the College of New Rochelle, have played a drastic role in the education system. Grigg, Dean of Richmond College. The memo is addressed to President George Modlin and CC’s Provost Smart. Grigg writes this memo after the joint meeting at University Center designed to facilitate a new cooperative program between Randolph Macon, Virginia Union, Virginia Commonwealth University, and the University of Richmond. This proposal was designed to work within <a href="https://www.gao.gov/products/127541" target="_blank">Title III of the Higher Education Act of 1965</a>. Hubbell of Ypsilanti, Michigan had contacted President E. Bruce Heilman about. The policy was studied by the Board of Trustees and a new policy was approved stating that all divisions of UR will consider applicants who meet the academic requirements without regard to race, color, or national origin. The University has made efforts to comply with the Civil Rights Act of 1964. The letter states "The University of Richmond has had minority students other than Negroes, on its rolls for many years; and since 1966 it has welcomed an increasing number of full-time and part-time Negro students." Heilman stated that UR conducted vigorous recruiting programs for all students, including minority students as well as increased efforts to use scholarship and federal funds to attract low-income students and qualified minority students. Despite all of these efforts UR was experiencing difficulty recruiting black students. The reply from Heilman was blind copied to Dean C.J. Gray and Mr. John A. Edwards had many schools to choose from, but ultimately chose Richmond because of how prestigious a school it was and how close it was to his home. Edwards was the third black athlete to be signed to the school that year. He was a tailback for the football team as well as ran track in the winter because of his speed. There were rumors that he had to quit the team because he missed a week of practice, but he assured everyone that he was still on the team, just injured that week and was very pleased with everything at Richmond. Hudgins, wrote this letter to President of the University of Richmond, George M. Modlin, on February 20, 1967, to follow-up on the possibility of enrolling a Chinese student at Westhampton College. Minister Hudgins had completed this young woman's application and transcript forms, however, after a conversation with the Westhampton College registrar, he got the feeling that student may not thrive academically. Because of this, Minister Hudgins was now attempting to get her enrolled at Averett College and expressed his hope that if after two years the unnamed student proved herself, she could transfer to Westhampton College. Description An account of the resource University of Richmond President, Richard Morrill, orders the Commission on Diversity to address the multiple incidents’ of minority students experiencing racism on campus. All aspects of racism will be reviewed by the commission including the treatment of black employees on campus. As the ratio of black students, faculty, and staff to white students, faculty, and staff is extremely uneven, the university intends to “double the number of minority and international students currently enrolled within five years and there will also be a concerted effort to increase black faculty.” There is also debate on the curriculum at the University of Richmond with hopes to increase the level of interest and enrollment in multicultural classes. Not only does the university hope to raise notice in diverse classes, but it also strives to attract and accept more students of color.
