Chongvatana described as a "diminutive 28-year old" plans to use her degree in commerce in order to educate and help the people back in her native country. She also received a $500 scholarship from the Richmond chapter of Atrusa International, an organization that gives aid to students who return and give back to their home countries. Chonvatana plans to either help with her father's business or become a teacher, but discusses the struggle of the Thailand economy. She states, "we have enough labor, and we have enough materials for industry, but we lack the capital needed for development." Chonvatana points to the younger generations as the people who have the open mindedness to make the economy of Thailand prosper.</text>

The student was Walter Carpenter,a Petersburg resident and a civilian employee at Fort Lee. He was receiving his master's of commerce degree. Carpenter was noted as a member of a graduate class at Ft. Lee for the U.S. Logistics Management Center and the Quartermaster Service. He had earned his undergraduate degree at Lincoln University, an HBCU founded in Pennsylvania in 1854. The articles concludes that UR's Board of Trustees had, in the preceding February, "reaffirmed the school's traditional policy of racial segregation, but opened certain graduate and professional classes to Negroes."</text>

<text>This June 6, 1964 article notes that the University of Richmond will for the first time be conferring a degree to a black student. The articles names Charles Carpenter (a mistake, the student's name was Walter Carpenter) as the student. It states that Carpenter was from Petersburg, VA, and a civilian employee at Fort Lee. Carpenter had been attending classes for the United States Logistics Management Center and the Quartermaster Service conducted by the university at Fort Lee, and then the class was moved to University College, UR's downtown division opened in 1962. Carpenter had been taking classes since September 1962, and finished her master's degree in February 1964. The article notes that a university spokesman "said there are no other Negroes now enrolled in the regular program at University College." <a href="http://memory.richmond.edu/items/show/1674" target="_blank">In February 1964, some courses in the American Institute of Banking program had been opened to black students, with no other plans for integration.</a></text>

<text>This report entitled "Affirmative Action Plan for the Graduate Student Division of the University of Richmond" outlines the problem area, action oriented programs, financial aid and the placement for the Graduate Student Division of the University of Richmond. At the time, the graduate school had programs for Master of Arts, Master of Science, Master of Education, and Master of Humanities degrees. One of the problems that UR experiences in recruiting minority students for its graduate program is that there is another private school in Richmond (Virginia Union University), and two state supported institutions, (Virginia Commonwealth University and Virginia State University) and they compete with UR. For VSU it costs $1,000 per year and at VCU it cost $790 whereas UR's is $3,510. Part-time students would also have to pay 36% more for a single course than VCU students did. Action oriented programs would include UR encouraging applications from students at undergraduate schools that have a high minority proportion. All the recruiting materials will also include UR's policy of encouraging minority participation. The Graduate School application will have the following statement: "Admission to the University of Richmond is without regard to race, color, sex, age, religion, national origin or physical handicap." Admission decisions will be based on grades and test scores, but also on other factors such as a student's background which might demonstrate potential success. Because there is a difference in cost at UR than at other schools UR will make efforts with financial aid to recruit disadvantaged full-time students. The financial aid will be awarded without regard to race, color, sex, age, religion, national origin or physical handicap. To insure that minority students have full access to placement services UR will take steps so that each employer seeking to recruit on campus will receive the following statement: "The University of Richmond Career Planning and Placement Office is committed to a policy against discriminatory practices based upon sex, age, race, color, religious creed, national origin or physical handicap in interviewing and employment of our students and alumni." Placement personnel are also directed to investigate any complaints by students alleging discriminatory practices by employers in interviewing and recruiting students.<p>Though this report is undated, a draft copy available in the papers of President Heilman at the Virginia Baptist Historical Society dates the draft copy to March 24, 1980.</p></text>
