<text>In this article, Dr. W.D. Weatherford addresses issues brought about by World War I, particularly focused on "the supply of labor." Munitions factories are employing many men and women, and Weatherford notes that "places of manual labor vacated by these white workers have been filled by colored people," and that half a million black people have gone to the north in the last 18 months to two years to fill these vacancies. This has led to agriculture and farming labor resources to be short, leaving "thousands of acres of land in the South...lying idle," leading to millions of dollars in losses. Weatherford notes that Dr. Branson from the University of North Carolina stated that a quarter of a billion dollars has been lost because of the "Negro Migration" in 1917, often referred to as the <a href="https://en.wikipedia.org/wiki/Great_Migration_(African_American)" target="_blank">Great Migration</a> in modern terms. This lack of labor has also lead to higher wages. Weatherford also includes an expert from a letter from a black man from Georgia to a Governor Brown, and in this letter the writer notes racism and violence in the South including mob violence and lynching, injustice in the courts, segregation on railroads, etc. Weatherford ends by calling on college men to learn about these issues to "help your nation in an hour of need."</text>

<text>The University Faculty Advisory Panel wrote this report to study "the effect of race, religion, and sex on university policies on the hiring, promotion, salary, and tenure." They found no evidence of discrimination based on sex, and they also discovered an administrative policy "encouraging the principle of racial non-discrimination." Despite this, they saw de facto restrictions on religion because there was apparent confusion among all chairpersons of all colleges as to the University's policy regarding a religious test. This was because the University never made an official statement on the issue. So, some thought that they could hire faculty of any religious faith and others believed that some religions are ruled out, and Baptists were even preferred. This report called on President George M. Modlin to share their concerns with the Board of Trustees so that they could clearly state the University's policy in the Faculty Handbook.</text>

<text>Chairman Weaver Marr submitted this annual departmental report to President George Modlin on behalf of the Westhampton College Foreign Language Department on April 19, 1969. He believed that three things from that school year were most notable: because of new foreign language requirements for the beginning and intermediate levels, enrollment had dropped in every language, Westhampton and Richmond College departments were merging at the 300 level for the next year, and finally a lack of Ph.D.'s in the French department. He noted at the end that they could not fill the French positions because the University had turned away a qualified PhD and former student because of "reasons of race (Semitic), and Roman Catholics are automatically disqualified." While the university, founded as a Baptist institution, accepted Jewish and Catholic students, it did not hire faculty from those religious groups, and Marr noted that this practice was affected his ability to fill open positions and recommended that the University stop discriminatory hiring practices. Finally, he believed that since the Richmond College and Westhampton College Foreign Language Departments already act as one department, they should do away with two different administrations for these departments.</text>

<text>This item is a series of memos sharing a letter from J. Stanley Pottinger, Director of the Office for Civil Rights of the U.S.Department of Health, Education and Welfare (HEW) to Ernest L. Wilkinson, President of Brigham Young University (BYU) in Provo, Utah. The original letter, dated March 5, 1971, informs President Wilkinson that BYU's policy of "giving preference to Mormons for faculty and administrative positions" did not constitute religious discrimination to the Office of Federal Contract Compliance, and determined that "affiliation with the Mormon Church is a bona fide occupational qualification for faculty members and administrators" reasons including the foundation of BYU as a University "to provide education a a religious setting which permeates the entire life of the school," that faculty members are sometimes recruited from other colleges to teach courses in Mormon theology, that faculty and administrators are tasked with serving as leaders in wards and states at BYU, that students requesting counsel from faculty and administrators should receive counsel that aligns with BYU's "desires that such advice be consistent with the Church's principles," that teaching needs to be done by those familiar with Mormon principles, and that the university encourages participation with the Mormon Church from faculty and administrators. Pottinger concludes by noting that even though this preference has not been labeled as discrimination, any discrimination "with regard to race, color, sex, or national origin" would prompt "affirmative action" from the federal government.<p>This letter was shared with University of Richmond President E. Bruce Heilman by Assistant to the President &amp; Director of Estate Planning Charles W. Patterson, III on July 4, 1973, it was given to Patterson by Asbner McCall. Heilman shared it with James L. Ferrel on July 5, 1973, noting: "I think you ought to keep this in your file as we consider our own situation as it relates to some of my concerns that we not be penalized for religious tie. Founded as a Baptist seminary in 1830, the University of Richmond would not entirely separate from the Baptist church until 1999.</p></text>

Central Dining Hall employees cite unfair wage schedules, unfair workloads, unfair scheduling and insensitive employers for their decision. Rob Inlow, Director of Food Services, cited that problems with opening the new dining hall could have caused the employees to seek unionization. However, he claims that no union is necessary because the workers already have what a union promises. Workers disagree, explaining that once Inlow and management learned of this push to unionize, several mandatory meetings were called to discourage the employees. In one instance, workers were shown a film with &ldquo;obvious&rdquo; anti-union bias to dissuade their efforts. The workers do not feel respected as professionals in their field of work, stating, &ldquo; We are treated worse than dogs."</text>

All service and maintenance employees will be eligible to vote, with the exception of supervisors and casual employees. The election date is set for January 27 and 28. Additionally, Creech says she has filed three charges against the University with the National Labor Relations Board, the most recent being the three-day suspension of Dining Hall worker Betty Carmon. Carmon claims her suspension was unfair harassment for her support and advocacy of the union. The other two charges dealt with previous firings of Food Service employees due to pro-union activities. Rob Inlow, director of Food and Auxiliary Services, asserts that he does not want this issue to develop into an &ldquo;us&rdquo; and &ldquo;them&rdquo; situation.</text>
