Garrett (RC '15), president of the American Psychological Association and chair of Psychology and Columbia, argues for maintaining segregation. Segregation, according to Garrett, was not a question of ethics, but of public policy and society. Separate schools did not "of necessity" carry the stigma of inferiority, and provided maximum benefits to both black and white children. If schools were to integrate, Garrett felt that large numbers of minority students would lead to the social problems found in Chicago and Harlem, that the social tension would prevent students and parents from making intimate social connections. Garret wrote that integration would force the South to abandon an already weak system and educational quality would deteriorate. Garrett also believed that studies on black students failed to account for schools that were as well equipped as white schools, and that forced integration sacrificed the democratic principles of free choice, which could lead to places like Hitler's Germany.</text>

                <text>This article recounted a racially mixed meeting planned by the Richmond Human Relations Commissions between University of Richmond and Virginia Union University students to discus racial awareness, prejudice, and discrimination.  This session began with the students watching a film on racial sensitivity, "Confrontation in Color."  For the rest of its duration, students had discussions in pairs and small groups. When students were in pairs, they were asked to complete a questionnaire together. Participating students insisted that their responses not be recorded. The students unanimously agreed to meet again to continue their conversations.</text>

Hull, a Higher Education Program Specialist from the Department of Health, Education and Welfare (HEW), Region III, writing to express his apologies for the tragic death of Cornelius Tarplee, Hull’s colleague who had recently died en route to conduct a compliance review at the University. After acknowledging how persistent Hull was in determining what happened to Tarplee, Gray goes on to say that despite the unfortunate death, his visit with Hull was very beneficial and pleasant. Gray then states that he has sent Hull the “marked catalogues and the materials on placement showing some of the companies (all equal opportunity employers) that send personal recruiters” as well as the short update that was sent to the &lt;em&gt;Afro-American&lt;/em&gt;, a Richmond African-American newspaper, discussing the advertisements, news stories concerning events, courses, and programs that were all featured in the &lt;em&gt;Afro-American&lt;/em&gt;.</text>

Grigg to President Heilman about the Southern Regional Educational Board Conference on Minority Students at Historically White Campuses that he attended on March 23-24, 1972. He notes topics of discussion at the conference such as the "white-washed" curriculum at schools and the difficulty in recruiting black faculty as larger universities found it easier to recruit black faculty in graduate programs. Griggs states that large numbers of black students who attend a "formerly all white campus become protest agents" as they have "a continuous struggle to inhibit their feelings of hostility." He goes on to state that most campuses have formally-organized black student groups. During this time, the only organization for black students at the University of Richmond was the Student Organization for Black Awareness (SOBA). Griggs concludes the letter by stating that he was "impressed that we have the smallest number of black students of most of the schools that participated in the conference," and that the consensus of most schools was that black staff members and recruiters were necessary to recruit black students.</text>

The Connecticut General Insurance Company (CGIC) gave the university $100,000 to enroll ten black student scholars. Beverly Stallings, one of the CGIC Scholars said, "People here don't know how to deal with blacks. They don't know what we look like or how we dress or anything."</text>
