Modlin, the President of the University of Richmond, that was sent on June 14, 1954. Ranson wrote to Modlin urging him to end segregation at the university. He believed that it is "a primary principle of the Faith, that is the equality and brotherhood of all men" and, considering the Brown v. Board of Education ruling, Baptists would be ridiculed by other religions if they did not integrate. In integrated schools in states that practiced segregation, "the acceptance and compliance by students and local citizens has been surprisingly good." Southern Baptists had also begun admitting black people to all of their seminaries. Ranson believed that if the university integrated, it would "experience no injury" and "profit greatly." In this letter, Modlin stated that there is no quota for Jewish students at Westhampton College or at the University of Richmond. Modlin claimed that the Westhampton Director of Admissions had to "check every application to get the information," which was evidence that the quota did not exist. Notations can be seen on Kruger's letter to support this claim. Furthermore, she found that 11 Jewish girls from Virginia applied, seven were accepted, and three enrolled. It was written in response to a letter Berkofsky previously sent. In his original letter, Berkofsky claimed that the university’s faculty hiring process was prejudiced against Jewish people; Modlin refuted this claim. Kruger, who is a University of Richmond alumnus, was participating in a study of Workmens Compensation in Virginia. During a trip to Newport News, he met the relatives of Sylvia, whose relation to Kruger is unknown. Her relatives asked Kruger if Westhampton College "operated on the quota system" and informed him that only three Jewish girls were accepted in the freshman class. He was "shocked and dismayed" to learn that the university "would indulge in such a despicable practice." The letter also has marginalia in what appears to be Modlin's handwriting, mostly numbers, which appear to be assessing the number of Jewish women who applied, were accepted, and attended Westhampton College. The numbers are used in Modlin's reply to Kruger. While Boatwright had been away in Florida with his wife, Dean Keller left a disapproving note for president Boatwright, and Dr. Douglas S. Freeman, having received notice of the event from Mr. William Rodenheiser, had written the President to inform him of the matter. His letter is dated 10 days after the publication of the petition. Douglas suggests that Boatwright take the matter to the Executive Committee (which he later does) and suggests that Boatwright is in a "damned if you do, damned if you don't" sort of situation. While in his reply, Boatwright later claimed that it would be an easy matter to resolve, his dismissive response given to the newspaper was said to be approved by the Board of Trustees, but it sent a message of disapproval while the Board of Trustees' previous message had been apologetic.
