According to a study by Jean Seymour, the director of religious activities for Westhampton College, many Black students had low skills or were illiterate because they did not have the same access to privately-financed schools as white students when the county chose to close public schools instead of integrate. Due to the county's rental fees for books and lack of compulsory attendance laws, many Black students did not or were not able to attend school. An individual familiar with the county and the University made an appeal to religious organizations to discuss these issues at their meetings and to contribute money to alleviate the issues. Everyone interested in donated to this "struggle...for civil rights" was encouraged to speak to Mr. Fred Gibson in the Religion Department in Ryland Hall or Miss Seymour in North Court. Date A point or period of time associated with an event in the lifecycle of the resource 1957 Description An account of the resource This essay, written by freshman John E. Donaldson, was the opening piece in the Fall 1957 edition of The Messenger. In it, Donaldson describes his hesitance toward forced integration. He begins his argument by asserting that he is "not defending the prejudices of the Southern White" and "not condoning his willingness to resort to violence, to disobey the laws, or to close the public schools in order to preserve segregation." However, he sees Southern schools as not ready for such a change as integration, and argues that, if segregation is an evil to be removed, forced integration only introduces new evil and hatred. He urges the federal government to pay mind to "local conditions" before using force to enforce school integration. Donaldson refers to the conflict surrounding the integration of Little Rock's Central High School earlier that year as "a just cause for alarm." Mays, President of the Richmond Law School Association, and William T. Muse, the Dean of the University of Richmond Law School and president of the Virginia State Bar Association, to serve on Governor J. Lindsay Almond's commission on constitutional government. The purpose of the commission was to, "spread the gospel of state's rights and constitutional principles among all the other states." The article detailed the involvement of Mays in the Gray Commission, organized to address the issue of public school integration in Virginia. The commission made a plan to locally assign children to schools, keeping Richmond's schools racially segregated. This proposal was found unconstitutional in the Commonwealth of Virginia in 1959.
