Mays, President of the Richmond Law School Association, and William T. Muse, the Dean of the University of Richmond Law School and president of the Virginia State Bar Association, to serve on Governor J. Lindsay Almond's commission on constitutional government. The purpose of the commission was to, "spread the gospel of state's rights and constitutional principles among all the other states."
