First, they wanted to see the University of Richmond "actively recruit blacks and minority students." To do so, they aimed to have students of color join the Admissions recruiting teams on trips, which they had offered to do so in the past, but were denied. Additionally, they proposed to help the Admissions Office create brochures targeted at minority students. They found no evidence of discrimination based on sex, and they also discovered an administrative policy "encouraging the principle of racial non-discrimination." Despite this, they saw de facto restrictions on religion because there was apparent confusion among all chairpersons of all colleges as to the University's policy regarding a religious test. This was because the University never made an official statement on the issue. So, some thought that they could hire faculty of any religious faith and others believed that some religions are ruled out, and Baptists were even preferred. This report called on President George M. Modlin to share their concerns with the Board of Trustees so that they could clearly state the University's policy in the Faculty Handbook. He believed that three things from that school year were most notable: because of new foreign language requirements for the beginning and intermediate levels, enrollment had dropped in every language, Westhampton and Richmond College departments were merging at the 300 level for the next year, and finally a lack of Ph.D.'s in the French department. He noted at the end that they could not fill the French positions because the University had turned away a qualified PhD and former student because of "reasons of race (Semitic), and Roman Catholics are automatically disqualified." While the university, founded as a Baptist institution, accepted Jewish and Catholic students, it did not hire faculty from those religious groups, and Marr noted that this practice was affected his ability to fill open positions and recommended that the University stop discriminatory hiring practices. Finally, he believed that since the Richmond College and Westhampton College Foreign Language Departments already act as one department, they should do away with two different administrations for these departments. Taylor, Chairman of the Literature Department at University College, submitted this report to President Modlin to update him about the affairs of his department in 1971. He claimed that the most notable improvements were the new course offerings like that of Shakespeare and American Literature. Also, the faculty offered a one-semester course on the literature of the South. The department hopes to get a reading laboratory to help students with special reading challenges. Despite the success of the department, Chairman Taylor did want to express to the President his, and other faculty members' feelings that both their reputation and that of University College were not valued as much as Richmond College and Westhampton College because they teach students with "inferior credentials". In sum, they were worried about the future of their programs and the University College. Ward submitted this report to President George Modlin on behalf of the Department of History at University College on April 26, 1971. Ward began by highlighting the current faculty specialties including different eras in American and European History, as well as a new professor from Virginia Commonwealth University, Dr. Greer, who specialized in Latin America. He hoped that they would get a faculty member with an Asian history speciality. A University College faculty member would be teaching Latin American history on the main campus, despite the reluctance of Richmond and Westhampton College Faculty to endorse the exchange of faculty between University College and the main campus. Faculty members were involved in extracurricular activities like the Richmond International Council, Steering Study Abroad Programs, and the Richmond Experiment in International Living. Ward then discussed the curricula which had been broadened to include new courses, particularly the Freedom of Dissent in American History, which attracted many adult students and a black student. They found that offering honors courses, break-out discussion groups, and incorporating films and field trips into classes helped with the students' motivation. He offered some recommendations for President Modlin to consider including: merging all three history departments and the allowances for going to professional meetings needed to be increased. Chairman Ward ended the letter by expressing his department's faith in the role of University College; they were providing a vital opportunity for the community, "late bloomers," and adult students and thus, should be supported and valued. The new introductory course was doing well overall, however Westhampton College students were underrepresented. They decided to get rid of the thesis requirement.
