She began the report by explaining how religious activities for that year lent themselves to social consciousness and exploration of self and their communities. The University Interfaith Council, whose mission was to provide ministry through a symposium, community action, encounter, and study groups, was "very poorly attended," had weak leadership, and even canceled their conference for that year. The Young Women's Christian Association (YWCA) financially and personally sponsored Irene Ebhomielen, a freshman student from Ibadan, Nigeria, by raising funds for her education, securing tutors, and introducing her to American culture, and making arrangements for school holidays. The YWCA even made it a part of their campus involvement mission to address "institutional racism" where efforts included: establishing a committee to investigate an exchange program with Virginia Union University, a historically black college and university, student recruitment of black high school students, the sponsorship of a black high school visit day, and a national student YWCA person came to campus to help them define racism and get faculty support for minority recruitment. Some YWCA students even attended a National YWCA conference on racism in Durham, North Carolina. The Baptist Student Union, of which all Baptist students were members, fell short of their potential because of "unimaginative and uninteresting programs," lack of unity, and "student resentment." The Hillel Foundation had small group meetings on Sundays, lectures, films and discussions. The student body reacted negatively to Vespers, a group of fundamentalist, conservative students who believed in the literal interpretation of the Bible. The Lenten Services and Study programs had low attendance. Mahaffey ended the report by offering some recommendations: increased communication between Westhampton administration and campus ministry, the construction of a student center, an increase in community action projects, and one university chaplain instead of one for each college. Director Mahaffey said that organized religion appealed to a small minority of students, however, social action in their communities was widespread. Landrum, wrote this letter to President George M. Modlin in response to the Focus Week program for 1953. He, and other Baptists with whom he had spoken, were displeased that a rabbi and priest would be speakers for this event, and furthermore, that the Baptists of the community were not notified. Chairman Landrum believed that different religious groups should be able to invite their own sponsors, but the University of Richmond shouldn't sponsor non-Baptists. The H.E.R.E and N.O.W. program stands for Housing, Education, Recreation and Employment, and Needs, Objectives, and Wants of the disadvantaged person. This program was founded upon the ideal that the private sector could "more effectively deal" with the issues of the disadvantaged than the government could. If an existing program didn't also provide the needs, objectives, and wants, then they acted as welfare programs instead of "turning tax consumers into contributing members of society." The first phase of the project was simply gathering and analyzing information about the needs of the community. Their primary focus was on securing education and employment for these communities. They included both a timeline and a budget. The total first year budget for the Institute would require $110,000. Description An account of the resource The Director of The College Of William &amp; Mary, L.W. Webb, wrote President Modlin on January 11, 1954, to discuss an application the College of William &amp; Mary had received from a Chinese student. They rejected this student because they presumed that his English would be too poor. The student's sponsor claimed that his English was proficient and that the University of Richmond had an agreement with the student's school to accept their students. Therefore, Webb wanted to know how these students' English typically was, both spoken and written. Also, he wanted to know how they chose which students to accept. A Dean Pinchbeck of the University of Richmond responded on March 4, 1954, by saying that the University had accepted students from the Chinese student's school before and they have thrived both academically and with their English. He concluded the letter by delineating the finances of these students by stating that they require at least 1,700 dollars per year. Regarding staff, only a third of the librarians graduated from library schools, the average age was 48, and despite isolation, the staff were not completely opposed to change. The book collection was adequate, however, it could use improvement with the fine arts, business, and audio-visual materials. The building was one of the best, however, it was not handicap accessible. Because of the age of the building, the interior could've used some updates. There was the Rosa D. Bowser Branch that served the black community but if the city ever integrated, there would be no need for the branch any longer. Black children were not allowed in the children's section of the main branch building. Wallis wrote this report to convey some areas of improvement for the Richmond Public Library system. He began by giving a brief history of the library in America and then shared how Richmond was behind the average per capita income. Wallis was unaware of any other city with Richmond's size that only had two library branches and didn't have a bookmobile. Therefore, he asked for "four good branches and two bookmobiles." These bookmobiles could travel in the community, reach more people, and the cost would be comparatively less than a building. Wallis clarified that these vehicles should not be seen as replacements for actual library buildings. There would be two stations for the East End; one of which served black people and was used fairly well. The writer believed that an irreplaceable tenet of the public library was that "every man has the right to find out, to read, study, learn and understand for himself."
