                <text>This article explains a message from the Department of Health, Education and Welfare (HEW) to the University of Richmond that the school "still projects an image of exclusive all-white 'Southern' institution." UR was the largest privately supported university in the state of Virginia. Regional director of HEW Dr. Eloise Severinson suggested that involving African Americans into all phases of the University (students, faculty, and board of trustees) would help remove the image of an all white institution. HEW had asked the Virginia Governor Holton to create a college desegregation plan, however, only state-supported colleges would need to abide. Dr. Modlin has refused to comment on the HEW remarks and Dr. Severinson had requested a reply regarding HEW's non-discriminatory recommendations by October 1. At the time, UR had 4,000 students at the university, with six black students enrolled at Richmond College, and had hired one black teacher at Richmond College and one at University College (referred to as the West End branch in the article).</text>

                <text>This article discusses how &lt;a href="https://en.wikipedia.org/wiki/Harry_F._Byrd_Jr." target="_blank"&gt;Senator Harry F. Byrd Jr. called on President Nixon and the secretary of the Department of Health, Education, and Welfare (HEW) for the immediate removal of Dr. Eloise Severinson, HEW's regional director for Virginia. Byrd criticized Severinson's decisions, especially over her demands on educational institutions, which would "require lowering academic standards." Byrd made these claims of lowered standards after Severinson informed state schools that they would need to integrate in order to continue receiving federal funding under the Civil Rights Act of 1964. Byrd argued the majority of state voters were against Dr. Severinson's changes to the education system in Virginia. Dr. Severinson had warned the College of William and Mary that they would lose $1 million a year in federal funding if they did not meet desegregation requirements of the Civil Rights Act of 1964. Not only does Byrd want Dr. Severinson removed from HEW, but kept out of any leadership roles within the state.&lt;/a&gt;</text>

Randy suggests that the university place a 1/4 page ad in the &lt;em&gt;Richmond Afro-American&lt;/em&gt;, a black-owned newspaper in the City of Richmond. The ad will be at Modlin's office by August 21st. Additionally, the ad will cost $120. Attached is a receipt from the newspapers. The University of Richmond ran several ads in the &lt;em&gt;Richmond Afro-American&lt;/em&gt; after a recommendation from the Department of Health, Education and Welfare (HEW) in 1968. The suggestion was intended to assist the university with compliance with the Civil Rights Act of 1964.
