                <text>This article recounts University of Richmond President Dr. George M. Modlin's decision to abstain from filling out a 1966 questionnaire on Virginia college integration. Modlin said that he declined to answer because he thought the survey contained vague questions. Modlin said he did not know whether the questionnaire, from the &lt;em&gt;Richmond New Leader&lt;/em&gt;, was asking for the number of full-time black students or of black students who have just taken a class in certain divisions of the University. Modlin was also unsure if the questionnaire wanted the date black students were first allowed to take courses at the University "two or three" years earlier, or the date the University entirely removed its segregation policy in 1965. For these reasons, according to Modlin, the University of Richmond was one of six out of 30 public and private colleges that received the questionnaire and chose not to respond. The author notes that at the time of this article's publication, no full-time black students were enrolled at the University of Richmond.</text>

The first letter was written by Lee Hill, a student who previously signed a letter along with 274 students criticizing the university&amp;rsquo;s actions against Wong. Responding to L.H. Zincone, Jr.&amp;mdash;who wrote a letter to the editor that defended the university&amp;rsquo;s decision&amp;mdash;Hill wrote that the students&amp;rsquo; letter was not attacking the university&amp;rsquo;s punishment of Wong for disobeying policy, but the school&amp;rsquo;s discriminatory policy against black visitors. In the second letter, alumnus Richard Wright West defended the school&amp;rsquo;s policy, arguing that &amp;ldquo;Certainly [the president, deans, and faculty] are better qualified to determine the administrative policies of this University than some two hundred fifty students.&amp;rdquo; West asserted that the university already allows more student contribution into school affairs than any other in the area, but should not let students believe they are &amp;ldquo;capable of setting forth&amp;hellip;overall policies.&amp;rdquo; The final letter from E.
