Gray, Dean of Administrative Services at the University of Richmond, informing him that the admissions office mailed 56 letters to “outstanding negro students commended by the National Achievement Scholarship Program under the auspices of the National Merit Scholarship Corporation.” Pollard writes that they were males from Virginia, Maryland and North Carolina all planning to attend college in the fall of 1971. Pollard writes that the Admissions office has also written 67 black students in the same three states who have qualified “among 1,450 Black students as semifinalists in the National Achievement Scholarship program for outstanding Negro students.” He finishes the letter by stating that they are keeping track of the responses. Gray, Dean of Administrative Services of the University of Richmond, from Thomas N. Pollard, Jr., Director of Admissions for the University of Richmond, writing to inform him of a letter that Pollard sent out to 38 black students and one white student who participated in the College Entrance Examination Board - The Ford Foundation Project Access during the 1969-70 session. Pollard describes the letter as “part of a project to open doors of higher education to students in minority - poverty areas”. He suggests that Gray make a note of the outreach for future reference of the University’s concern, and attaches a sample letter that was sent out to the students. There is a notation that reads "Exhibit 3" in the top right corner of the letter. Thomas N. Pollard Jr. and Mary Allen Anderson, admissions directors of Richmond and Westhampton College respectively, were confident that the program, which brought 65 black students to campus and was initiated by the Richmond College Senate, would improve recruitment of black students. Pollard suggested that the purpose of the program was to make black students aware of the University and explained that, while recruiters need to be trained, “students are the most important recruiters.” Pollard also described a “very successful” nine-day recruitment tour in Connecticut, New York City, and Long Island, facilitated by admissions counselor Dale W. Donovan.
