                <text>This report from the Panel on the Composition of the Student Body includes a summary of opinions and recommendations from the annual departmental reports.  Regarding recruitment, faculty believed that the University needed to increase the budget for recruiting and make a more concerted effort to get students from outside of Virginia.  The University should also seek to admit black students through scholarships, foreign students, and other ethnic and socioeconomic minorities. There should be an increase in scholarships, as well as an increase in admission standards.  The students would benefit from more dormitory space.  There was a point of convergence regarding gaining a more geographically diverse student body.  For example, students would benefit from interacting with students different from them and the image of the University could start to shift towards being more cosmopolitan.  However, on the other hand, some felt an obligation to serving the Virginian community.  Finally, the writers of this report concluded by offering some additional questions like how much the University has changed in the past few years and if it was up to the University to mold students into citizens in accordance with the University's own values.</text>

                <text>This is the Annual Report on Westhampton College from the Director of Admissions and Placement, Mary-Allen Anderson, for the 1970-1971 academic year. Anderson began the report by explaining Westhampton College's recruiting efforts from the fall which included visiting thirty-two "Traditional College Day Programs of selected Virginia High Schools" (and two Maryland high schools). However, there was a decline in attendance to these admissions events by students and their parents compared to previous years. Anderson and the other admissions officers believed that interest would rise again once "the racially integrated school population becomes more stabilized." There had been an increase of out-of-state visitors, however many of the people interested in the University wanted to make sure it didn't have a "girls school atmosphere" because many had the desire to mix with men both socially and educationally. Westhampton College students had pointed out their desire to have better racial and socioeconomic diversity, so a dozen Westhampton College students took it upon themselves to return to their high schools to recruit black students. Some students even asked if they could travel with admissions officers. Anderson was "sympathetic" to their efforts but didn't want it to "jeopardize their own academic programs." The students even organized a "Black Day" on April 27, 1971, with the intentions of having eighty black high school students visit campus for the day. &lt;p&gt;Westhampton College accepted 1,884 students and 121 accepted their offer. Among that 121 were a black applicant and a Greek applicant who requested additional time to accept the offer to sort out their finances. Employment opportunities were less than sufficient that year as many students were forced to settle for part-time work. She ended the report by expressing her gratitude for her and her co-workers' time working for the Westhampton College Office of Admissions. She did so because faculty had voted to combine the admissions offices of Westhampton and Richmond College into one overarching department. That year, they enrolled 33 out-of-state and 88 Virginia women in the freshman class. Nine black women applied, three were offered admission, and one accepted the offer. The majority of applicants were Baptist. 7 Jewish women applied, however, only 2 were accepted and enrolled. SAT scores and school rank numbers were also included.&lt;/p&gt;</text>

The author attempts to account for the hostility surrounding the Little Rock situation by relating the struggle for racial equality to the history of the country itself. In the first part of the text, the author offers a brief synopsis of the Declaration of Independence against English domination. After the United States was established, ongoing work over time had to be done before the country gained recognition "as an equal." Next, the author describes advancements made by Black people after enslavement as "almost approach[ing] the spectacular." Finally, the author suggests the violence and resistance surrounding the Little Rock Nine is a repercussion of prejudices embedded deep within the American people. Just as it happened with the establishment of the United States, time and hard work will cause a shift in perspective and allow for equality.</text>

                <text>This &lt;em&gt;Collegian&lt;/em&gt; article discusses the results of the Supreme Court's ruling in 1954 in favor of public school desegregation. The article claimed that the trend was toward resegregation. Citing Washington as a "model city" for school integration in 1954, the article traced the growth of the black population and the white population's movement. Black students moved into white schools as white students moved out. In 1959, there were 64 schools in Washington that had 10 or fewer white students in comparison to 53 of these schools in 1953. Also, out of 165 public schools at the time, 96 percent were 90 percent or more black. This article used this data to point to greater segregation than when desegregation begun.</text>

                <text>This letter to the editor written by student Ken Burnette addressed a school event, Mission Emphasis Week, sponsored by the Baptist Student Union. Burnette addressed the paradox presented when juxtaposing the event's emphasis on Christians extending their love to everyone, no matter race or nationality, with the school's refusal to allow one of the event's Nigerian speakers to eat lunch in the main cafeteria simply because of their race. Burnette wrote about the Board of Trustee's policy that no black students may enroll in any division of the university. This segregationist policy extended to the facilities located on campus. Burnette concluded with the statement that such behavior on behalf of the school was embarrassing and should not happen in the future, as most students would not be offended by a black individual eating in their dining hall.</text>

                <text>This is a letter from the Secretary of Health, Education, and Welfare, Joseph A. Califano Jr, to various university presidents. He states that he has enclosed the remarks he delivered at the commencement at the College of New Rochelle in New Rochelle, New York. In the speech, which is 10 pages, Calfano emphasizes the themes of diversity in higher education and the desire of the federal government not to unduly intrude into the operation of academic institutions. In the speech he quotes President Lyndon Johnson by saying education was the first work of the nation. He also references President Carter’s commitment to education. Calfano warns that if we use a quick fix to fix the United States education system we could eventually start to look like "Mussolini’s Italy." Califano says that small liberal arts colleges across America, such as the College of New Rochelle, have played a drastic role in the education system. Calfano references the fact that the Federal Government has recently become much more involved in higher education, which can be seen in the fact that many graduates are graduating because they got Federal assistance. Califano says that higher education will work, even without help from Washington. Calfano discusses the many graduates in the crowd, such as an 81 year-old woman named Mrs. May Dobson. Calfano congratulates the university for recently founding a new institution: The School of New Resources. He ends the speech with a parochial comment.</text>

Catchings wrote to Modlin regarding racial integration at the university. Catchings was a part of the Student Movement of the YMCA, a Christian organization that "aided students in overcoming racial prejudices" because it is "the basic Christian belief that, all men are brothers under God, and that discrimination on grounds of race creates a serious gap between our belief and our practices." The Student Movement of the YMCA sponsored interracial student-faculty conferences. Catchings wanted to offer his organization’s services to the university and other private, Southern, Christian colleges. He also asked Modlin questions about racial integration at the university.</text>

Member schools were in noncompliance until they admitted black students or announced their intentions to do so. They had noticed a little progress with the list of non-complying schools going from eighteen to sixteen that year. There were two Virginia schools not in compliance. The final report suggested that because of the recent Supreme Court decision with &lt;em&gt;Brown v. Board of Education&lt;/em&gt;, that maybe they shouldn't enforce compliance just yet. The Committee recommended that the Association continues in attempting to persuade compliance with its member schools and consider the effects of the Supreme Court decision.</text>

Cavers, Associate Dean of Harvard Law School, wrote to President Modlin as the Chairman of the "Special Committee on Racial Discrimination of the Association of American Law Schools" for 1955. In 1951 the Articles of Association were amended to include non-discrimination on the basis of race as a stipulation to for member schools to pursue. At a committee meeting, those present decided to send the reports of 1954 to the deans of the member schools who were possibly in violation of the Association's new anti-discrimination objective, which in this case, included the University of Richmond.</text>

                <text>This document is a letter from David F. Cavers, the Chairman of the Special Committee on Racial Discrimination of the Association of American Law Schools, to T. Justin Moore, the Rector of the University of Richmond’s Board of Trustee, that was sent on February 4, 1955. In 1951, the Association amended its Articles of Association so that one of its objectives for member schools was to not discriminate on the basis of race. In 1954, the Association voted that "copies of the Special Committee’s Interim and Final Reports for 1954 be sent ‘to deans of member schools not in compliance with the Association’s anti-discrimination objective and to the administrations and governing boards of the universities and colleges with which those schools are connected," which were attached to this letter. Other schools in the Association were encouraged by the successful integration at other member schools, so Cavers believed that racial discrimination in law schools would end that year. Furthermore, to reinforce the non-discrimination objective, the Special Committee would hold a meeting in Washington, D.C. to discuss discrimination. Cavers wrote that he hopes that the university will end racial discrimination and extended the Special Committee’s services.</text>
