Description

This April 23, 1980 letter is from Dewey E. Dodds, Director of the Office for Civil Rights Region III of the Department of of Health, Education, and Welfare (HEW), and is addressed to University of Richmond President Dr. Bruce E. Heilman. The letter references the University's request that the Office for Civil Rights (OCR) "provide any possible assistance in gaining favorable consideration of your applications to various Federal agencies for additional financial aid funds." Dodds notes that additional funding would be a "benefit to successful implementation of your affirmative action plans." Dodds writes that the OCR will verify to any Federal agency on behalf of the University's "good faith efforts to recruit more black and other minority students." Dodds directs Heilman to contact the Director of the OCR Postsecondary Education Division, Robert Harvey, for any assistance. Dodds thanks Heilman, University of Richmond Vice President for Student Affairs William H. Leftwich, and the University attorneys for developing a hopefully "effective affirmative action plan." This letter was copied to W. Carter Younger.
