This December 11, 1979 letter is from Dewey E. Dodds, Director of the Office for Civil Rights (OCR) Region III, and is addressed to University of Richmond counsel W. Carter Younger. The letter acknowledges the receipt of Younger's November 20, 1979 letter. As noted in an April 6, 1979 letter to University of Richmond President E. Bruce Heilman, the OCR has 90 days to negotiate a transition plan with the University, under Adams vs. Califano. However, the University did not receive the OCR Letter of Findings until October 22, 1979, the University has until January 21, 1980 to enforce a transition plan. Dodds offers the advice and services of the OCR to aid in this process. Dodds directs Younger to contact the Director of the OCR Postsecondary Education Division, Robert Harvey, for any assistance.
