This memo from University of Richmond President E. Bruce Heilman to administrators including Charles E. Glassick, Louis W. Moelchert, Jr., H. Gerald Quigg, William H. Leftwich, and C.J. Gray shares a November 1975 memo from the Department of Health, Education and Welfare (HEW) Office for Civil Rights to College and University Presidents sent by Director Peter E. Holmes. The memo discussed the newly developed format for development of an affirmative action plan by institutions of higher education. There are five race/ethnic categories which will be used for statistical reporting and suggests methods for collecting and presenting data. The five basic categories are "American Indian or Alaskan Native," "Asian or Pacific Islander," "Black/Negro," "Caucasian/White," "Hispanic." There are alternative methods of collecting data for racial and ethnic information such as asking one question with mutually exclusive racial and ethnic categories or asking two questions, one racial and one background. An attached explanatory report from the Federal Interagency Committee on Education (FICE) is also included, explaining the reasoning and procedure for reporting racial demographics to the federal government. President Heilman's memo was also courtesy copied to Thomas N. Pollard, Jr., Benjamin F. Harmon, and Allen W. Freed, Jr.
