Description

This is the second letter sent to President E. Bruce Heilman by Dewey Dodds, Director of Department of Education’s Office of Civil Rights, regarding the compliance review of Title IX of the Education Amendments of 1972. Dewey reiterates that this regulation “prohibits sex discrimination in federally assisted education programs and activities” and that a complaint was filed with the office on January 22, 1981 alleging that the University of Richmond was discriminating against sex in its intercollegiate athletic program. Therefore, Dodds informs Heilman that it is part of the responsibility of the Department of Education to conduct a compliance review, hence he requests the provision of certain data prior to their visit in order to “minimize the amount of time that you and your staff need to devote to this review.” Among other things, the data requested includes: copies of the 1979-1980 budgets for men’s and women’s intercollegiate athletic programs; copies of written policies for awarding athletic financial assistance to male and female athletes, establishing competitive and practice schedule, and determining the use and availability of facilities; a list of methods of transportation used by each team, as well as a list of each training and conditioning facility available to athletes by sex and their location on campus, etc.
