Description
This letter is from Congressman David E. Satterfield III to Dr. E. Bruce Heilman criticizing the Secretary of the Department of Health, Education, and Welfare for attempting to regulate Title IX. He says that he hopes to "be able to legislate in this area." He goes on to say that he is not "hopeful for positive action" but is rather striving to amend an appropriate bill. He finishes his letter by attaching an editorial titled, "Block That Kick" from the Wall Street Journal published on April 12, 1979.
