This agreement from the Department of Health, Education and Welfare (HEW) states that the University will give assurance of compliance with Title VI of the Civil Rights Act of 1964 (P.L. 88-352) and all requirements imposed by or pursuant to the Regulation of HEW. The University was to agree to not exclude participation, deny benefits, or discriminate on the grounds of race, color, or national origin under any program of activity for which the University was receiving federal funding or real property. If the funds or property were approved before the date of this letter, they were included in this assurance of compliance as well. Attached to this letter were two copies of the HEW Explanation Form, and it was noted that a new section four had been published in the Federal Register. It was signed by President Modlin.
