This is a letter from the Department of Health, Education and Welfare (HEW)'s Regional Civil Rights Director Dr. Eloise Severinson to University of Richmond President George M. Modlin. Severinson praised Modlin for the efforts the university made to desegregate the student body and faculty. Additionally, HEW recognized the University of Richmond's increase in black students admitted. While HEW praises Modlin and the University of Richmond for working toward desegregation, it address that they will continue to check in with the University to ensure "total desegregation."
