In this letter from Department of Health, Education, and Welfare (HEW) Regional Civil Rights Director Eloise Severinson to University of Richmond President George M. Modlin, Severinson thanks the President for scheduling his Administrative Council before the end of April in 1968, at which decisions will be made about HEW's recommendations to the University for compliance Title VI of the Civil Rights Act of 1964. She also offers support and any services that Modlin may need in his efforts to address the issue.
