This October 8, 1969, letter is from Jane Pope, secretary to University of Richmond President Dr. George Modlin, and addressed to Dr. Eloise Severinson, the Regional Civil Rights Director for Region III the Department of Health, Education, and Welfare (HEW). Pope writes to Severinson in Modlin's "absence from his office," as a receipt of confirmation that Modlin received Severinson's October 6th letter. Marginalia mentions "CJ may have original copy of letter," possibly referring to an August 29, 1968, letter that Modlin had sent to Severinson.
