Modlin to Dr. Eloise Severinson, the Regional Civil Rights Director for Region III the Department of Health, Education, and Welfare (HEW). The letter indicates that the University is "preparing information and data" regarding school implementation of Civil Rights Act Title VI policies to send to Severinson in "the near future."
