This is a letter from the Director of the Department of Health, Education, and Welfare (HEW) Office of Civil Rights, to the University of Richmond President George M. Modlin. This letter informs President Modlin that while Dr. Bryant enjoyed the opportunity to visit the University of Richmond and discuss the Higher Education programs with his colleagues, Mr. Haddock and Mr. Abriter, they could not grant process an application for funds for student financial aid programs as they had discussed. Because of this, Dr. Campbell Snowberger would be forwarding important information on dormitory construction and Title III of the Education Facilities Act which discusses loans for academic facilities. Dr. Bryant also says he will keep President Modlin posted when new application periods open up and will assist in programs such as orientation and administrative procedures. Dr. Bryant closes the letter by thanking President Modlin, Dean Smart, and the University Staff for for making his visit on Wednesday so pleasant.
