This article is directed at informing people about Japanese culture and its beauty in the perilous time of war between USA and Japan. Rouzie wants to spread a message of peace and raised his against Japanese people being treated like the "Negroes". Even though he was urging to stop discrimination against Japanese people he made no effort to address the African American race issues.
